Bayfield Pit No. 1, 112(c) Amendment Application (AM-06) - Adequacy Review <br />Dear Mr. Carnahan, <br />Listed below are adequacy review comments for the Bayfield Pit No. 1, 112(c) Amendment Application <br />(AM-06), File No. M-1987-038. The decision date for this application is January 26, 2009. The <br />Division of Reclamation, Mining, and Safety (Division) is required to make a decision by January 26, <br />2009, therefore, your response to the following adequacy review concerns should be submitted to the <br />Division as soon as possible. <br />Rule 6.4.4 Exhibit D- Mining Plan <br />1. The submitted exhibit indicates that water may be encountered in some of the new phases included <br />in the amendment. Please state at what slope the highwall in these areas will be mined and the <br />maximum acreage of exposed groundwater expected in these areas. This information is necessary <br />for calculation of the bond amount. <br />2. The proposed amendment includes an area along the western boundary of the property where <br />groundwater is expected to be encountered. Cottonwoods are located along the fence on adjacent <br />land, which may be impacted by dewatering affiliated with the mining activity in this area. Please <br />commit to establishing background groundwater levels by collecting at. least five quarters of <br />groundwater elevations prior to commencement of mining activities in this area of the permit. <br />Additionally, commit to mitigation measures, to include application of water to the area by the <br />cottonwoods, should the groundwater elevation fall below a level that could be detrimental to the <br />condition of the trees. Please include a trigger point that will signal initiation of the mitigation <br />measures. <br />Rule 6.4.7 Exhibit G- Water Information <br />3. The application indicates that the operator will stay within the limits of allowable exposed <br />groundwater at the site. Please indicate the current acreage of exposed groundwater at the site and <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
