III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was an aerial inspection of the Munger Canyon Mine conducted by Harry Ranney of the <br /> Division of Reclamation, Mining and Safety(DRMS). Aerial photographs were taken on <br /> November 19, 2008 at approximately 12:09 p.m. Twenty-four photographs were taken during <br /> the flyover. Mike Boulay of the DRMS reviewed the aerial photographs. <br /> Weather conditions appeared to be clear and sunny at the time of the flight. Ground conditions <br /> were dry throughout the site. The majority of the mine site was photographed including all of <br /> the reclaimed portal bench access road. There is no activity discernible in the photographs. <br /> The access road to the mine site was dry and appeared to be in good condition. As seen in the <br /> attached Photo No. 1, the cover fill pile, remaining topsoil pile and waste disposal area sediment <br /> pond were stable and well maintained. The sediment pond was dry. Munger Creek also <br /> appeared dry. The mine bench area was stable. The reclaimed hill slope and riprap channels <br /> along the entire length of the formal portal access road appeared to be in good condition with no <br /> evidence of slides or other damage. A portion of the reclaimed portal access road is shown in the <br /> attached Photo No. 2. <br /> All site locations appeared stable and no significant erosion or other problems were identified <br /> with this aerial inspection. <br />
