III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also <br /> describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns of CDRMS. Dan Kipp and Don MacDonald of Coors Energy <br /> Company accompanied the inspection. The mine no longer extracts coal,but the remaining surface pit(Pit B)is permitted <br /> to dispose of flyash. CEC caps,regrades,topsoils and seeds the pit as the ash fill progresses. The mine site was cool(upper <br /> 20's to mid 30's)with approximately 2 to 3 inches of recent snowfall. <br /> Hydrologic Balance:. <br /> The focus of this inspection was to observe 4 h quarter ground water monitoring well sampling. CEC samples 6 groundwater <br /> wells quarterly. Well are FPW,DH-122,DH-96,AMW-1, SMW-2,and AMW-2. Discussion of sampling procedures are <br /> found on permit page 56 and 57. <br /> At the time of the.inspection Mr. Kipp had already sampled FPW and AMW-1. The inspector observed sampling of DH-96 <br /> and DH-122 in Ennis Draw. DH-96 is downgradient from the permit area. The well was capped when we arrived. CEC <br /> collected initial waterlevel of 6.3' from the top of the well casing. The well casing is 1.3' from the ground surface,so the <br /> water level was 5' from the ground surface. Casing is 5"in diameter. CEC bailed 5 times,then rinsed the sample bottle and <br /> collected field parameters: <br /> Field Parameters: pH=6.89 EC= 1.80 ms temp.=14.0°C <br /> CEC dropped a pump into the well and pumped for 25 minutes. CEC has previously calculated the well volumes and the <br /> amount of time required to evacuate 3 well volumes. After the 25 minutes of pumping the pump was removed and the water <br /> level was remeasured immediately. Water level after evacuation was 11.8 ft. from the top of the casing(10.5ft.below ground <br /> surface). CEC bailed 5 times,rinsed sample bottle with the 6"',collected water samples for field parameters and metal <br /> analysis with the 7�'bailer volume and used an 8`h bailer volume to fill the inorganic sample bottle. Bottles were immediately <br /> capped and put in a cooler. Field.parameters after evacuation were measured with the following results: <br /> Field Parameters: pH=6.78 EC= 1.74 ms temp.=13.2*C <br /> The well was capped and the inspection continued to DH-122. DH-1.22 is located in Ennis Draw upgradient from the Mine. <br /> Adjacent to the access road it appears that a gas pipeline is staked for installation in support of the oil and gas activity in the <br /> area. <br /> DH-122 initial water level was 15.4' from the top of the well casing. Casing is 1.9"high according to page 57a in the permit. <br /> On site observations are in agreement. The well was capped when we arrived. <br /> Initial field parameters after 5 bailers were: pH=6.70 EC= 1.66 ms.... temp.=14.4'C <br /> Water in the DH-122 well was evacuated with the submersible pump for 1.5 minutes,then.CEC collected water level(19.3' <br /> from the top of the casing),and water samples as described for DH-96. Field parameters collected after evacuation were: <br /> Field Parameters: pH=6.99 EC= 1.75 ms temp.=12.2'C <br /> Analytical water samples are unpreserved. CEC delivers samples to Test America analytical lab in Arvada,CO. <br /> Water sampling was consistent with the sampling procedure described in the permit. The inspector did not observe sampling <br /> of the remaining 2 wells(AMW-2 and SMW-2),since the approved procedures were consistently observed. <br /> The inspector observed a drill rig on one of the gas well pads drilled in 2008. CEC indicated that this is not a new location <br /> but the gas company was reworking a previously drilled hole. <br />
