2113.01 Number of clients /boarders /parishioners /animals
The number of loads, both commercial and the general public using the gravel
pit is anticipated to remain at current levels. When the pit is operating at
capacity it is anticipated thus will be an average of 11 loads per day. Peale
days occur about once a month and as many as 50 loads can be supplied.
2113.02 Hours of operation - indicate whether the use is seasonal and the number
of days per week
Normal hours will be from 7:00 A.M. to 6:00 P.M. Monday through Saturday.
Within that time period operation will be, 10 hours of mining, and plant
operation, and 1 hour of maintenance per day.
2113.03 Number of employees
'rile Mining operation will employ two people, the Owner /Operators.
2113.04 Required outside storage /r :,,rising /loading areas
Materials mined on the site will be loaded directly to trucks with no
stockpiling. The loading areas will typically be screened by a berm. Petroleum
product storage will be necessary on site. All storage areas will be per Federal,
State and Local regulations. The Owners will strictly adhere to all safety
regulations applicable, and observe the containment areas.
Configured to remove visual impact and equipment storage will be screened.
2113.05 Permit requirements from other state, federal or local agencies
The permits for the operation of the pit will be as follows:
1. Storm Water Management Plan. Issued by Colorado Department of
Health
2. Existing Federal and State mining permits are already in place.
Permit Area = 25.69 Acres
USR/ 1041 -Site Improvement Plan - US07=01 I
2117.01 Start and end dates and the hours of operation.
The start date of the operation will be the date of the approval if and only if the
reclamation of the existing pit is completed and the reclamation performance
bond with the Mined Land Reclamation is released. In order to release this
bond, the state requires and makes on -site inspection to be sure the operator of
the pit has top - soiled, graded and seeded the whole site. The end date will be
10 years from approval. Hours will be 7 am to 6 pm Monday through
Saturday.
2117.02 A program for initial air quality and measurements and ongoing
monitoring program, including dust from equipment and stock piles.
Air quality will be maintainA by frequent watering of the road. Calcium
Chloride will be applied to the haul road as necessary. The gravel always has a
high level of moisture so dust isn't an issue. There has riever been a complaint
since opening in 1989. Process water when needed will be supplied from the
Sedalia Water and Sanitation District.
2117.03 A program for initial water quality and quantity measurements,
including well tests in the area, and an ongoing water- quality monitoring
program.
Water quality is a natural resource that has not and will not be affected. We
won't be drilling any wells, will stay above ground water, and any runoff from
rain or snow will be captured in the pit floor to naturally leach into the ground.
2117.04 Sources and quantities of water needed on site.
No water will be needed. except for occasional watering of the haul road, and
the screen. This water will conic from the Sedalia Water and Sanitation
District.
2117.05 A drainage and erosion control plan in compliance with the Douglas
County Storm Drainage Design and Technical Criteria Manual.
All storm water that falls on the site will remain on site and be allowed to
infiltrate. The elevation of the bottom of the pit is below the surrounding
property so all water will remain on site. The water quality requirements of
the Manual are also met, as no water will leave the site.
2117.06 A program for initial noise measurement an ongoing noise monitoring
program and a;noise abetment program.
To help minimize the noise generated by the operation of the facility all
equipment will be equipped with mufflers. All material processing will be
carried out between 7 am and 6 pm. The pit will be surrounded on all sides by
banks keeping noise to a minimum. The site will be tested initially and
continue bi- annually through out the operation to assure noise generated is
within acceptable limits. Since there are no Public lands near the property the
noise measurements will be conducted at the nearest house approximately 'A
mile away.
2117.07 Proposed methods and timing of site restoration and their relationship to
visual and air quality impacts.
Site restoration will be completed and the bond from MLRB released before
commencing in adjoining area. Visual impacts will be eliminated by natural
berms and air quality impacts are eliminated by the natural moisture in the
material.
211'7.08 A phasing plan that:
2117.08.01 Designates areas to be disturbed and the proposed timing of
extraction for each area.
A phasing plan has been provided that indicates the extraction
areas. Each extraction area will encompass about 3 to 3 1/2 acres.
As each area is mined the reclamation process for that phase will
have begun. It is anticipated that each phase wiI] take about 2
years to complete.
2117.08.02 Illustrates the timing of site restoration for each area including
revegetation, contouring and grading.
As the mining is completed in a phase, the reclamation for that
phase will begin by finishing the slopes and reseeding.
2117.08.03 Limits ox total land area to be disturbed at any one time.
The mining plan indicates there will be only 3 to 3 1/2 acres
mined with heavy disturbances at any one time.
211:7.09 A transportation plan that:
2117.09.01 Designates transportation routes (existing and proposed) that
avoid Residential areas and limit the use of local roads.
The proposed pit expansion will use the existing haul road and
access to State Highway 105 that is built to CDOT specifications.
2117.09.02 Gives traffic counts and the projected level of service along
haul routes, at bridges and culverts, and a key intersection
both at the start and at peak operation.
The amount of material to be extracted from the facility is about
300,000 tons. :,vlining less than 40,000 tons a year, the operation
will generate about 14 truck loads per day, and a peals day may
generate about 50 loads once a month. A traffic study has been
completed indicating no additional improvements are required.
2117.09.03 Specifies the hours when the material will be transported off
site.
Material will be transported off site 7 am to 6 pm Monday
through Saturday.

the trucks will be inspected to ensure trucks are clean and
a
covered. Dirty trucks will be cleaned with water in the storage
truck. If not covered they will not be allowed to leave until they
are. When the pit and haul road become muddy, hauling will
cease.
2117.10 A Blasting
plan that:
No blasting
required.
2117.11 An end state plan that
2117.11.01
Area to be returned to a natural state.
The banks generated site will be returned to natural vegetation.
The remainder of the site will be reclaimed for hay meadow.
2117.11.02
Area to be restored to wildlife habitat, if applicable.
Does not apply, but native grasses will be planted on slopes and
alfalfa in the new hay meadow.
2117.11.03
Areas that are appropriate for open space, trails, parks and
recreational uses, and are identified on the County's open
space and recreational plans.
This pit and the surrounding property are privately owned and do
not conflict with county recreation plans. This entire property
would never be subject to any public use.
2117.11.04
The site's final topography.
The final topography will be as indicated on the final reclamation
plan. The final use of the property will be a hay meadow on the
lower portion. The banks formed as a result will be laid back to
the County Reci _tired 4:1 slope.
2117.11.05
Proposed post - mining uses, consistent with the zoning of the
land.
Hay production and cattle grazing.
2117.11.06
Site restoration phases.
Once mining for each phase is completed on the site final
topography will be graded in. After the final shape of the ground
is achieved the topsoil will be replaced or augmented and the
ground seeded with natural grasses.
2117.12 A site evaluation including:
2117.12.01 Wildlife impact analysis conducted in conjunction with the
Colorado Division of Wildlife.
The past permitted mining activities have been in effect on this
site since 1989. During the operations there will be temporary
loss of food and habitat. The mining and reclamation plan is
designed to generate minimum impact and restore the site with
native vegetation.
2117.12.02 Independent analysis of the historic, archaeological, or
paleontologic value of the site.
The gravel deposits have been deposited here in recent history,
not a single artifact has ever been found in the existing pit or in
the years since 1871.
2117.12.03 Drainage studies as required by the Public Works
Department including an erosion and sediment control plan, a
Phase I drainage report at initial submittal, and a Phase III
report prior to each phase.
Drainage on site will be totally contained during mining
operations. All sediment will also be contained on site. Once
reclamation is completed and the site reseeded the existing berm
will be breached and the water allowed to enter Plum Creels
naturally.
2117.12.04 A transportation study that identifies transportation routes,
number of trips, critical intersections, traffic volumes, and
transportation system improvements necessitated by the
application.
The traffic study has been completed. The study indicates
that an updated access permit is required, and that no
improvements to 1-lighway 105 are required.
2117.12.05 A visual analysis that documents the visibility throughout the
life of the operation: identifies visually sensitive areas and the
expected impact at those locations: and lists visual impact
mitigation mc:,sures.
Overall visibility of the site will be minimal. As the topsoil is
removed for each phase machinery will be visible. this operation
wi.11 generally only take a couple of days per Phase. Once the
actual mining begins the machinery and operation will be hidden
from all view directions. The final stage will include the removal
of the berm, during reclamation. During this portion of the
operation the site will be visible from 1- lighway 105. The pit is
located '/t mile west ofl-lighway 105. Once the berm is removed
the site will be utilized as a hay meadow.
Tice area is not visually sensitive due to its location. The site is
located at least `'A mile from any area of Public use. The closest
residence is also'/ mile away, and will continue to be hidden
uellind the berm. Visual impact from these areas will be minimal.
Mitigation of the visual impacts will essentially consist of hiding
the mining operation behind the berm that will be created from
the mining.
The re ,ulting slope after the completion on niinim will be laid
back to the Douglas Count), required 4:1 slope. The slope will
not be undulated or varied as this will reduce the amount of hay
meadow available for use. The slope face will be visible from
IIighwav 105, '.jut as noted above the slope is 'A mile away, so
undulations will be minimally effective.
