2113.01 Number of clients /boarders /parishioners /animals <br />The number of loads, both commercial and the general public using the gravel <br />pit is anticipated to remain at current levels. When the pit is operating at <br />capacity it is anticipated thus will be an average of 11 loads per day. Peale <br />days occur about once a month and as many as 50 loads can be supplied. <br />2113.02 Hours of operation - indicate whether the use is seasonal and the number <br />of days per week <br />Normal hours will be from 7:00 A.M. to 6:00 P.M. Monday through Saturday. <br />Within that time period operation will be, 10 hours of mining, and plant <br />operation, and 1 hour of maintenance per day. <br />2113.03 Number of employees <br />'rile Mining operation will employ two people, the Owner /Operators. <br />2113.04 Required outside storage /r :,,rising /loading areas <br />Materials mined on the site will be loaded directly to trucks with no <br />stockpiling. The loading areas will typically be screened by a berm. Petroleum <br />product storage will be necessary on site. All storage areas will be per Federal, <br />State and Local regulations. The Owners will strictly adhere to all safety <br />regulations applicable, and observe the containment areas. <br />Configured to remove visual impact and equipment storage will be screened. <br />2113.05 Permit requirements from other state, federal or local agencies <br />The permits for the operation of the pit will be as follows: <br />1. Storm Water Management Plan. Issued by Colorado Department of <br />Health <br />2. Existing Federal and State mining permits are already in place. <br />3. Access permit from Colorado Department of Transportation already in <br />place <br />4. Colorado Discharge Permit System permit. <br />5. In order to release this <br />bond, the state requires and makes on -site inspection to be sure the operator of <br />the pit has top - soiled, graded and seeded the whole site. The end date will be <br />10 years from approval. Hours will be 7 am to 6 pm Monday through <br />Saturday. <br />2117.02 A program for initial air quality and measurements and ongoing <br />monitoring program, including dust from equipment and stock piles. <br />Air quality will be maintainA by frequent watering of the road. Calcium <br />Chloride will be applied to the haul road as necessary. The gravel always has a <br />high level of moisture so dust isn't an issue. There has riever been a complaint <br />since opening in 1989. Process water when needed will be supplied from the <br />Sedalia Water and Sanitation District. <br />2117.03 A program for initial water quality and quantity measurements, <br />including well tests in the area, and an ongoing water- quality monitoring <br />program. <br />Water quality is a natural resource that has not and will not be affected. We <br />won't be drilling any wells, will stay above ground water, and any runoff from <br />rain or snow will be captured in the pit floor to naturally leach into the ground. <br />2117.04 Sources and quantities of water needed on site. <br />No water will be needed. except for occasional watering of the haul road, and <br />the screen. This water will conic from the Sedalia Water and Sanitation <br />District. <br />2117.05 A drainage and erosion control plan in compliance with the Douglas <br />County Storm Drainage Design and Technical Criteria Manual. <br />All storm water that falls on the site will remain on site and be allowed to <br />infiltrate. The elevation of the bottom of the pit is below the surrounding <br />property so all water will remain on site. The water quality requirements of <br />the Manual are also met, as no water will leave the site. <br />2117.06 A program for initial noise measurement an ongoing noise monitoring <br />program and a;noise abetment program. <br />To help minimize the noise generated by the operation of the facility all <br />equipment will be equipped with mufflers. All material processing will be <br />carried out between 7 am and 6 pm. The pit will be surrounded on all sides by <br />banks keeping noise to a minimum. The site will be tested initially and <br />continue bi- annually through out the operation to assure noise generated is <br />within acceptable limits. Since there are no Public lands near the property the <br />noise measurements will be conducted at the nearest house approximately 'A <br />mile away. <br />2117.07 Proposed methods and timing of site restoration and their relationship to <br />visual and air quality impacts. <br />Site restoration will be completed and the bond from MLRB released before <br />commencing in adjoining area. Visual impacts will be eliminated by natural <br />berms and air quality impacts are eliminated by the natural moisture in the <br />material. <br />211'7.08 A phasing plan that: <br />2117.08.01 Designates areas to be disturbed and the proposed timing of <br />extraction for each area. <br />A phasing plan has been provided that indicates the extraction <br />areas. Each extraction area will encompass about 3 to 3 1/2 acres. <br />As each area is mined the reclamation process for that phase will <br />have begun. It is anticipated that each phase wiI] take about 2 <br />years to complete. <br />2117.08.02 Illustrates the timing of site restoration for each area including <br />revegetation, contouring and grading. <br />As the mining is completed in a phase, the reclamation for that <br />phase will begin by finishing the slopes and reseeding. <br />2117.08.03 Limits ox total land area to be disturbed at any one time. <br />The mining plan indicates there will be only 3 to 3 1/2 acres <br />mined with heavy disturbances at any one time. <br />211:7.09 A transportation plan that: <br />2117.09.01 Designates transportation routes (existing and proposed) that <br />avoid Residential areas and limit the use of local roads. <br />The proposed pit expansion will use the existing haul road and <br />access to State Highway 105 that is built to CDOT specifications. <br />2117.09.02 Gives traffic counts and the projected level of service along <br />haul routes, at bridges and culverts, and a key intersection <br />both at the start and at peak operation. <br />The amount of material to be extracted from the facility is about <br />300,000 tons. :,vlining less than 40,000 tons a year, the operation <br />will generate about 14 truck loads per day, and a peals day may <br />generate about 50 loads once a month. A traffic study has been <br />completed indicating no additional improvements are required. <br />2117.09.03 Specifies the hours when the material will be transported off <br />site. <br />Material will be transported off site 7 am to 6 pm Monday <br />through Saturday. <br />2117.09.04 <br />Lists the, improvements necessary for the transportation <br />Engineering <br />system to accommodate expected traffic. <br />W c� <br />No improvements required. <br />2117.09.05 <br />Addresses the construction of needed transportation <br />_ <br />improvements. <br />Owner <br />No improvements required. <br />2117.09.06 <br />Lists the actions taken at the staging area to allow only safe, <br />Lessee <br />(If Applicable) <br />clean and covered trucks onto the transportation system. <br />All trucks leaving this site will have weighed loads. At this time <br />o0: a0 <br />� <br />the trucks will be inspected to ensure trucks are clean and <br />a <br />covered. Dirty trucks will be cleaned with water in the storage <br />truck. If not covered they will not be allowed to leave until they <br />are. When the pit and haul road become muddy, hauling will <br />cease. <br />2117.10 A Blasting <br />plan that: <br />No blasting <br />required. <br />2117.11 An end state plan that <br />2117.11.01 <br />Area to be returned to a natural state. <br />The banks generated site will be returned to natural vegetation. <br />The remainder of the site will be reclaimed for hay meadow. <br />2117.11.02 <br />Area to be restored to wildlife habitat, if applicable. <br />Does not apply, but native grasses will be planted on slopes and <br />alfalfa in the new hay meadow. <br />2117.11.03 <br />Areas that are appropriate for open space, trails, parks and <br />recreational uses, and are identified on the County's open <br />space and recreational plans. <br />This pit and the surrounding property are privately owned and do <br />not conflict with county recreation plans. This entire property <br />would never be subject to any public use. <br />2117.11.04 <br />The site's final topography. <br />The final topography will be as indicated on the final reclamation <br />plan. The final use of the property will be a hay meadow on the <br />lower portion. The banks formed as a result will be laid back to <br />the County Reci _tired 4:1 slope. <br />2117.11.05 <br />Proposed post - mining uses, consistent with the zoning of the <br />land. <br />Hay production and cattle grazing. <br />2117.11.06 <br />Site restoration phases. <br />Once mining for each phase is completed on the site final <br />topography will be graded in. After the final shape of the ground <br />is achieved the topsoil will be replaced or augmented and the <br />ground seeded with natural grasses. <br />2117.12 A site evaluation including: <br />2117.12.01 Wildlife impact analysis conducted in conjunction with the <br />Colorado Division of Wildlife. <br />The past permitted mining activities have been in effect on this <br />site since 1989. During the operations there will be temporary <br />loss of food and habitat. The mining and reclamation plan is <br />designed to generate minimum impact and restore the site with <br />native vegetation. <br />2117.12.02 Independent analysis of the historic, archaeological, or <br />paleontologic value of the site. <br />The gravel deposits have been deposited here in recent history, <br />not a single artifact has ever been found in the existing pit or in <br />the years since 1871. <br />2117.12.03 Drainage studies as required by the Public Works <br />Department including an erosion and sediment control plan, a <br />Phase I drainage report at initial submittal, and a Phase III <br />report prior to each phase. <br />Drainage on site will be totally contained during mining <br />operations. All sediment will also be contained on site. Once <br />reclamation is completed and the site reseeded the existing berm <br />will be breached and the water allowed to enter Plum Creels <br />naturally. <br />2117.12.04 A transportation study that identifies transportation routes, <br />number of trips, critical intersections, traffic volumes, and <br />transportation system improvements necessitated by the <br />application. <br />The traffic study has been completed. The study indicates <br />that an updated access permit is required, and that no <br />improvements to 1-lighway 105 are required. <br />2117.12.05 A visual analysis that documents the visibility throughout the <br />life of the operation: identifies visually sensitive areas and the <br />expected impact at those locations: and lists visual impact <br />mitigation mc:,sures. <br />Overall visibility of the site will be minimal. As the topsoil is <br />removed for each phase machinery will be visible. this operation <br />wi.11 generally only take a couple of days per Phase. Once the <br />actual mining begins the machinery and operation will be hidden <br />from all view directions. The final stage will include the removal <br />of the berm, during reclamation. During this portion of the <br />operation the site will be visible from 1- lighway 105. The pit is <br />located '/t mile west ofl-lighway 105. Once the berm is removed <br />the site will be utilized as a hay meadow. <br />Tice area is not visually sensitive due to its location. The site is <br />located at least `'A mile from any area of Public use. The closest <br />residence is also'/ mile away, and will continue to be hidden <br />uellind the berm. Visual impact from these areas will be minimal. <br />Mitigation of the visual impacts will essentially consist of hiding <br />the mining operation behind the berm that will be created from <br />the mining. <br />The re ,ulting slope after the completion on niinim will be laid <br />back to the Douglas Count), required 4:1 slope. The slope will <br />not be undulated or varied as this will reduce the amount of hay <br />meadow available for use.
