III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DRMS. Bill Bear represented the <br /> operator,Bowie Resources LLC. On November 23,the Bowie No. 2 Mine experienced a bounce in the B7 <br /> longwall panel headgate,resulting in injuries and pinched longwall equipment.The operator was digging out the <br /> longwall equipment and MSHA is on the scene. Bowie anticipates resuming longwall operations in mid <br /> December.There was no snow on the ground, although the ground was wet due to a recent precipitation event. <br /> Main Mine Site <br /> There was almost no coal on the coal stockpile bench adjacent to old Highway 133. The berm on the outside of <br /> the bench was in place.Across the highway,there was only a small volume of water in pond B.The barrel float <br /> was connected to the primary discharge pipe inlet.The pond B embankment appeared to be stable. The light use <br /> road leading to pond B was passable. Surface disturbance markers were up around the disturbed area.The mine <br /> identification sign was up at the mine site entrance. <br /> There were no indications of erosional problems with the main topsoil stockpile. Topsoil signs were up on the <br /> pile. There were no stability problems at the B-seam excess material storage area. The cut and fill slopes of the <br /> various benches were stable. <br /> The contractor was continuing work on realigning the uppermost curve of the paved haul road. Gravel was <br /> being trucked in for the french drain.The soil-nailed and concreted excavated walls have already been <br /> constructed. The rest of the paved haul road was in good condition. Road ditches, side culverts and guard rail <br /> were in place. <br /> There was almost no stockpiled coal on the D-seam portal bench.The bench's outside edge berm was in place. <br /> There were no indications of problems with any of the facilities on the D-seam portal bench.The portal <br /> highwall was stable. <br /> Coal Waste Stockpiles <br /> The operator was working on the east end of the coal waste pile north of the highway. The outslope of the coal <br /> waste pile appeared to be stable,with no signs of erosional gullying. There was only a little standing water in <br /> pond F. The barrel float was on the end of the primary discharge hose.The primary discharge pump was in <br /> place. <br /> c:/word/bowie2/insp 1208 <br />
