Knight Piesold <br />C O N S U L T I N G <br />Mr. Jason Musick <br />Environmental Protection Specialist <br />December 10, 2008 <br />Response: A complete description of methods of topsoil removal is presented in <br />Trapper's permit document, Sections 3.2 and 4.9. This text continues to apply to <br />topsoil stripping at Trapper. Table 4.9-3 shows quantities of topsoil to be salvaged <br />and replaced by pit for the permit term. Table 4.9-4 tracks projected topsoil <br />inventory by year for the permit term. Map M10B, Topsoil Stripping and Reclaim, <br />shows areas of topsoil removal and replacement for each year of the permit term. <br />This information was included with the original submittal. <br />3. Rules 2.05.6(1) and 4.17 pertain to air resource protection. Please describe whether <br />the activities proposed under PR-06, including the Horse Gulch and K Area <br />Buttress fills, will require new or revised air quality permits or APENs. <br />Response: All of the proposed activities described in PR-6 are covered by recently <br />modified (issued November 7, 2008) APCD Permit 11MF253-1. <br />4. Diversion designs are required for the Horse Gulch and K Area Buttress fills per <br />Rules 2.05.6(3), 4.05.3, 4.09.1(5), 4.09.2(5) and 4.09.2(7) which pertain to the <br />protection of the hydrologic balance and the utilization of diversions on excess spoil <br />fills. <br />Response: Drainage for the Horse Gulch Fill is addressed in Section 4.4 of the <br />attached AAI report entitled Horse Gulch Fill Stability Analysis. No extraordinary <br />drainage requirements are envisioned for the K Pit Buttress Fill area. <br />5. In accordance with the requirements of Rules 2.05.3(6), 4.09.1(13), 4.09.2(2) and <br />4.09.3, please provide a narrative discussing whether subdrainage/underdrainage <br />systems will be needed for the Horse Gulch fill and K Pit Buttress Fill. <br />Response: An underdrain system is required for the Horse Gulch Fill. Design <br />parameters for this system are discussed in Section 4 of the attached, certified AAI <br />report entitled Horse Gulch Fill Stability Analysis. An underdrain system is not <br />required for the K-Pit Buttress Fill. <br />6. In accordance with the requirements of Rule 2.05.3(6)(d), please provide the <br />information required for rock toe buttresses for the K Area Buttress Fill. <br />Response: A complete, certified design for the K-Pit Buttress Fill is provided in the <br />attached AAI report entitled K-Pit Buttress Fill Stability Analysis. <br />7. Rule 4.09.2(1) states that excess spoil fills shall be designed to attain a long term <br />static safety factor of 1.5 based upon data obtained from subsurface exploration, <br />geotechnical testing, foundation design and accepted engineering analyses.
