mining boundary in Technical Revision 41, which was approved in 1992. It has always been the
intent to re-add this area to the mine plan once the initial area was mined out. It was for this reason
that the area was never removed from the permit area. The area to be now added to the mining
operation is directly east of the current operation and is approximately 16.0 acres. The entire area
where the expansion will be located can be seen on Map C-1 as well as in the aerial photo at the end
of this section. At the conclusion of mining, the existing pit and the expansion will be combined into
one large opening, which will be fully reclaimed.
In early 2000, Amendment #I was approved by the DRMS to allow a greater exposed mining area,
asphalt plant and concrete plant facilities and evaporation ponds. At that time, the bond was
established to be $902,500.
By 2009, Elam will exhaust all the reserves in the current excavation, which is a 40' to 80'
excavation in the flat gravel terrace. The remaining reserves are located in a hillside which is located
directly east of the mining operations, although still within the current permit area.
The northern and eastern edges of the re-added (expansion) area will be defined by the existing road
which starts near the middle of the eastern side of the current operation and heads east before turning
south along the drainage gully between the two hills which are inside of the current permit area and
on Elam's property. The southern edge of the expansion area will start at the end of the road which
defines the northern and eastern edges and will head southwest towards the asphalt plant until it
meets up with the current operation. The final mining limits which are shown on the picture below
will simply be referred to as the expansion throughout the rest of this application. Under current
market conditions, it is expected that the mining of the entire expansion area will take 16 years to
complete.
Significant input for this plan was provided by the surrounding neighbors and Pitkin County. The
designated post-mining use of the reclaimed land is dry rangeland.
2
