In addition, the Pit is a secured area and not accessible to the public in order to prevent <br />accidents and potential vandalism. The entire Pit area is bermed and the main road leading <br />to the Pit is gated and locked during non-working hours. <br />2.3 CONCRETE WASHOUT FACILITY <br />Lafarge Corporation operates a concrete batch plant, on a lease basis with Elam, within the <br />boundary of the Pit. The plant has been in operation for approximately 15 years. During late <br />Summer 2000, Lafarge constructed a facility that provides containment and reuse of water <br />generated from mobile concrete truck washout. <br />The facility is constructed entirely from concrete and consists of an apron area for truck <br />unloading, two settling basins, and a drying area for the concrete washout. The facility was <br />conservatively designed to accommodate wash-water usage at a rate of 250 gallons per <br />truck (7,500 gallons per day, assuming 30 trucks per day) and concrete waste at a rate of <br />0.25 cubic yards per truck (7.5 cubic yards per day). <br />A clean-water storage tank, pump system, and truck-loading rack allows for a closed-loop <br />system with complete reuse/recycling of the wash water. The settling basins can be <br />accessed by a front-end loader to remove accumulated concrete solids that are ultimately <br />recycled or landfilled offsite. By using the washout facility, there is no direct discharge of <br />concrete-truck washout to the Pit floor. <br />2.4 IMPORTED SOIL ACCEPTANCE CRITERIA <br />From time to time, Elam accepts inert soil generated from local area construction-related <br />activities. These soils are stockpiled at the Pit and will ultimately be used for reclamation <br />purposes. In effort to avoid potential contamination from this material, a company policy has <br />been established for accepting and sampling the off-site soils. Each company or individual <br />who delivers soil to the Pit is required to sign Elam's Certification of Clean Material <br />(Appendix A) acknowledging the origin of said material and lack of contamination. Imported <br />soil will not be accepted at the Pit unless this certification has been signed by a responsible <br />party. <br />Vagneur Pit- WRPP 7 September 1, 2006
