Office of the State Engineer - Permit No. 041824-FR (groundwater well) <br />2.2 FUEL STORAGE AND SPILL PREVENTION <br />POL products at the Pit are handled and stored in a way to prevent them from entering <br />surface waters or groundwater. The ASTs are inspected annually by the Colorado Department of <br />Labor and Employment's Oil Inspection Section (OIS). Asphalt oil is stored in portable, <br />heated, tank trailers. Tank ullage documents are kept at the pit to determine routine POL <br />usage and Elam maintains a current Spill Prevention Control and Countermeasures Plan <br />(SPCC) for the Pit (dated August 2002). Equipment (i.e., loaders, hand tools), laborers, and <br />materials (i.e., absorbents) for implementing spill control are also readily available at the Pit. <br />All Pit operations are conducted and managed in a manner that prevents the release of <br />potential contaminants or waste materials to the environment. Fueling of Pit equipment is <br />performed only in designated areas away from surface water or drainages leading to surface <br />water. <br />To minimize the risk of a fuel spill, the following procedures are implemented: <br />Vagneur Pit - WRPP <br />5 <br />September 1, 2006
