Further review of the application has uncovered a few more
clarifications and issues to address.
1) Please provide a revised mining plan and a mining plan map that describe and detail the proposed changes to
the site and the planned progression of the mining to take place. Please define where overburden and topsoil
stockpiles will be located. The mine plan map must detail the current contour lines and elevations present at
the site. Please address all necessary components listed in Rule 6.4.4 when revising the mine plan.
2) The proposed relocation of the concrete plant may change current site conditions and the ability to reclaim
the high wall to the proposed 2.511:1 V that is required in the reclamation plan. Please provide facility
dimensions and what equipment and methods will be used to remove the proposed facility. Provide a
reclamation plan map that shows final reclaimed slopes with contours and elevations. Please address all
necessary components listed in Rule 6.4.5 when revising the reclamation plan.
Other issues may arise from other agency comments, a site inspection and as more information is supplied. The
decision date for this application has been extended and set for February 8, 2008. Judging by the issues brought
up in this letter, the requested extension will not allow adequate time for staff review. It is recommended that the
applicant request an extension of the decision date to allow a minimum of ten working days to review materials
submitted.
If you need additional information, please contact me at the Division of Reclamation, Mining and Safety, Grand
Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, telephone no. 970.241.1117.
Sincerely,
Travis Marshall
Environmental Protection Specialist
Cc: Alex Schatz, Banks and Gesso LLC
Carl Mount, Senior Environmental Protection Specialist, North Team Supervisor
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
