The proposed clay handling activities are necessary to preserve suitable clay materials for use as <br />the final cover material for the existing Coal Refuse Disposal Area, and to facilitate placement of refuse in the <br />remaining available area for the existing permitted Refuse Pile. <br />Approximately 70,000 cubic yards of suitable clay material will be recovered from the remaining refuse placement <br />area and hauled to and placed in the temporary stockpile area. It is anticipated that the clay material will be <br />stockpiled for less than a year, with placement of the clay as cover material on the western slope of the Refuse Pile as <br />soon as ongoing refuse placement and grading bring this area to the final design elevation and grade. Prior to <br />disturbance, available soil materials will be recovered from the haulage route and stockpile footprint, and stockpiled <br />on the surface of the permanent excess overburden stockpile. Due to the very temporary nature of the planned <br />stockpile, drainage from both the clay and soil stockpile areas will be controlled using Alternative Sediment Control <br />methods including berms and wattles. Temporary support structures will be limited to an equipment fueling site with <br />a portable fuel tank and lined secondary containment adjacent to the haulage route on the stockpile margins. <br />This submittal includes revised PAP text and maps/drawings addressing the location and configuration of the <br />proposed clay handling and staging area. New and revised PAP materials are identified by the enclosed Summary of <br />Revisions/Additions. TCC would like to proceed with this project as soon as possible, so that clay recovery and <br />stockpiling can be completed before winter conditions make operations too difficult. Therefore, we appreciate your <br />consideration and cooperation in facilitating timely review and approval.
