III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DRMS. Henry Barbe and Ryan <br /> Sweetwood represented Mountain Coal Company. The weather was a little cool and there was no snow on the <br /> ground at any of the facilities. Longwall mining has ended in the B-seam and will soon begin in the E-seam. <br /> Roads <br /> The roads at the main facility area were in good condition.The Sylvester Gulch road was dry and in good <br /> condition as well. There were a couple of subsidence cracks on the lower section of the Sylvester Gulch road <br /> near the Sylvester Gulch fan but the cracks presented no problems and appeared to be healing. The road ditches <br /> and culverts all had sufficient capacity.The upper section of the Sylvester Gulch road was in very good <br /> condition.The road ditches, ditch riprap and culverts had been neatly constructed and were well maintained. <br /> The road that leads from Sylvester Gulch to the Deer Creek shaft construction site and,then,to Monument Dam <br /> was well maintained and mostly dry,with only a couple of spots that were a little snow or ice-covered. <br /> Facilities <br /> No problems were observed at the main facilities area. There was very little coal stockpiled at the three stacker <br /> tube coal stockpile area on the west side of the facilities area and a fair volume of coal stockpiled at the one <br /> stacker tube coal stockpile area on the east side.No problems were observed at the explosives storage facility. <br /> The operator was moving the last of the new longwall shields into the mine from the material storage area that is <br /> on top of the reclaimed coal waste pile. <br /> The operator continues work at the Deer Creek vent shaft and emergency escape shaft construction project. <br /> Work is almost complete at the Monument Dam project.The work that Mountain Coal has done to reinforce the <br /> dam is impressive. <br /> No problems were noted at the Sylvester Gulch shaft#1 site. The intake air heating facility was operating at the <br /> time of the inspection. <br /> c:/word/westelk/insp 1108 <br />
