MR14 approved October 14, 2005. This revision provided approved pages for insertion into <br />the PAP. <br />MR15 approved April 9, 2007. This revision added an office trailer and support facilities to <br />the facilities area. <br />MR16 approved March 13, 2008. This revision responded to insufficiencies identified in the <br />Division's annual bond compliance inspection, conducted August 17, 2007. <br />TR6 approved with conditions June 15, 2005. This revision provided modifications to the <br />train unloading system. Stipulation 7 and Stipulation 8 were added to the permit as a <br />result of TR6. <br />TR7 approved June 19, 2006. This revision responded to adequacy items identified in the <br />Division's Midterm No. 3. <br />Description of the Environment <br />The Hayden Gulch Loadout is located in Routt County, approximately two miles southeast of the <br />town of Hayden, Colorado. <br />The Loadout can be located on the Mount Harris U.S. Geological Survey 7.5 Minute Quadrangle <br />Map, in: <br />T6N, R88W (6th Principal Meridian) <br />- Section 10 Portions of E%2 <br />- Section 14 Portions of WI/2 <br />- Section 15 Portions of E%2E1/2 <br />- Section 22 Portions of NE'/ <br />- Section 23 Portions of N'/N'/2NW'/ <br />Approximately 95% of the surface acreage of the permit area is owned by HGTI and the rest is <br />leased from the State of Colorado, the Town of Hayden and private individuals. No coal is <br />proposed to be mined within the permit area. <br />The Loadout lies at approximately 6,400 feet in elevation and is situated in the bottom of the Dry <br />Creek valley. Dry Creek, an intermittent stream, crosses the permit area. <br />Land Use <br />Land use information is found in Tab 4 and in Exhibit 4-1 of the permit application. Regional <br />land use patterns are shown in Figure 1, Tab 4 of the permit application. Specific findings <br />regarding land use are described in Section B, Item XI of this document. <br />Land use in the permit area and surrounding area is primarily wildlife habitat, agricultural, <br />rangeland, industrial (a regional airport, Routt County maintenance facility, and a light industrial
