Two existing sediment ponds (and associated NPDES outfalls) act as sediment control for the <br />runoff from the Loadout area: the Truck Loop Pond (Pond A, NPDES Outfall 01 A) which treats <br />the truck loop and office area and the Rail Loop Pond (Pond B, NPDES Outfall 02A) which <br />treats the coal crushing, storage and tipple areas. A system of ditches diverts freshwater around <br />the disturbance and another system of culverts and ditches conveys water under roadways and to <br />the sediment ponds (see Appendix 12-4 and Exhibit 12-2, "Surface Water Control Plan Map"). <br />Three small area exemptions are permitted for the three topsoil stockpiles outside the sediment <br />control system described above (see Appendix 12-2 and Exhibit 9-1). A leach field treats sewage <br />from the office and change trailer (see Exhibit 12-2). <br />Water Consumption <br />Water that is used for dust suppression, showers and other operations at the Loadout is piped in <br />from a well in the Yampa River alluvium (H-G Shallow Well No, 1), located two miles north of <br />the Loadout. HGTI owns the water rights for this well as well as an additional 90-acre feet of <br />water rights in the downstream Walker irrigation ditch. These water rights can be used to <br />compensate any downstream users due to consumption of water at the Loadout. Please refer to <br />Volume 2, Tab 21 of the permit application and Sections A (Item 15) and B (Item XII) of this <br />document. <br />Waste Disposal <br />There is no acid-forming or toxic-forming waste being generated at the Loadout. All non-coal <br />waste will be disposed of off site. All necessary measures are being taken to ensure that all <br />materials used at the Loadout do not impact surface or ground water systems. <br />Description of the Reclamation Plan <br />The reclamation plan for the Loadout is found in Tabs 16 through 20 and 23 of the permit <br />application. A partial summary of this plan is given here. For a more complete summary and <br />references to specific portions of the permit application, see Section B of this document. <br />Within the 176.6 acres of approved permit area, approximately 106 acres have been disturbed or <br />are proposed to be disturbed by mining-related operations. The 106 acres include small acreages <br />that are to be disturbed immediately after the Loadout is closed down to facilitate final <br />reclamation. <br />Backfilling and Grading <br />All facilities will be removed at final reclamation, including buildings, haul roads, ramps, coal <br />stockpiles and the railroad loop. Drilled holes and underground openings will be closed when no <br />longer needed for approved mine operations. No coal is being mined at the site; therefore, there <br />is no acid-forming or toxic forming coal mine waste being generated at the site to dispose of. <br />Processed coal will be shipped from the site.
