Drainage Reestablishment <br />There were no impoundments included in the bond release request area. The permanent rip rapped <br />diversion ditch that originates above the South Portal and terminates at Pond 9 and the North <br />Collection Ditch which receives the outflow from South Portal 18" CMP "A" were not included in <br />the bond release request and therefore were not inspected as part of this bond release inspection. <br />Five ditch segments included in the bond release area were inspected. These ditches are shown in <br />plan view on Exhibit 6C. A typical cross-section for each of the five segments is provided in the PAP <br />on Exhibit 26. See Exhibit 26 for pertinent design information including side slope gradient, channel <br />bottom width, freeboard, and riprap sizing (if riprap is required). One ditch is associated with the <br />Access Road #1A, and is identified as Section E2-E2' at a grade of 2-10%. This ditch is well <br />constructed with 9 inch riprap. The ditch was stable and functional. The remainder of the ditches E- <br />E', El-E1', I1-I1', and R-R' are not rip rapped. E-E' and El-E1'are located on the west side of the <br />fruit storage, sales, and parking areas. Ditch E 1-E 1' is located along the west edge of the pavement <br />and is contained by an earthen berm. Runoff is conveyed underground near the guard building and <br />daylights at Ditch Section E-E' which then flows to Pond 8. During spring runoff or following a <br />significant storm event water is ponded west of the guard building due to the very flat grade of Ditch <br />El-E1' at this location (see attached Photograph No. 10). According to Brant Harrison <br />owner/operator of Kokopelli Farm and Produce, the standing water does not present a significant <br />problem. Ditch I1-I1' is located on the upper bench south of the repair shop and storage and receives <br />the outflow from the French drains installed at the reclaimed South Portal highwall. The relatively <br />short ditch segment is stable and no problems noted. Ditch R-R' is located atop the Roadside Refuse <br />Disposal Area and conveys water across what is now identified as the Equipment and Material <br />Storage Area for Kokopelli Produce. As seen in attached Photograph No. 11, some minor erosion <br />was noted along this ditch segment which will require occasional maintenance. All of the ditch <br />segments inspected as part of this bond release request were well constructed with no significant <br />instability problems identified. <br />Summary and Conclusions <br />The Division has completed its review and evaluation of the Phase I bond release request submitted <br />by SCC for the Roadside Portals Mine. Based upon a review of the mine permit, the applicant's bond <br />release application, and site inspections, the Division finds that Snowcap Coal Company, Inc. has <br />completed backfilling, grading and drainage reestablishment at the Roadside Portals in accordance with <br />the approved reclamation plan. The entire South Portals area was stable with adequate surface water <br />runoff control. <br />Observations were made throughout the bond release inspection and previous inspections during the <br />various phases of reclamation with regard to approximate original contour and erosional stability of <br />the reclaimed landscape. The South Portal area has been reclaimed in accordance with the approved <br />plan as set forth by PR-3 for the Steep Slope Variance from Approximate Original Contour to allow <br />for retention of facilities and to support the alternative "Industrial or Commercial" postmining land <br />use. All disturbed areas other than those described in this report for the Steep Slope Variance were <br />returned to Approximate Original Contour of the premining landscape.
