Sherman
Executive Director
Ronald W. Cattany
Division Director
Natural Resource Trustee
The Division of Reclamation, Mining and Safety has received Gunnison Gravel's request for a Technical
Revision JR) for the above referenced permitted site. The request was considered complete on January 31, 2008.
By Rule the Decision Date is currently set at March 3, 2008.
The TR is being submitted to change the mine plan phasing, allow the use of an asphalt plant and change the
name of the permit holder. Staff will review the mine plan phasing and conduct an onsite inspection with
Gunnison Gravel sometime in February.
As for the asphalt plant DRMS staff will need additional information. Please submit a plan that addresses the
following: 1) secondary containment of the facility while on site, 2) a written plan for weekly clean up of spillage
either in processing or loading of trucks, 3) note on a Mining Plan Map the approximate location of the plant and
where all asphalt reject and clean up materials will be stockpiled and 4) please clarify the final disposition of any
and all waste asphalt materials. These plans should be submitted as soon as possible so that staff has adequate
time to review them prior to any decision.
Gunnison Gravel has also requested a change in the name of the permit holder. Any changes as described in the
TR request must be done as a Succession of Operator (SO) under separate review. The change also will entail
changing all financial and performance warranties to the new name. Please submit the SO request to Elizabeth
Taliaferro in the Denver main office. Based on the fact that staff will be recalculating the financial warranty for
the site within this TR, Option A would be Gunnison Gravel's best choice. The option means the SO would
become affective when the bond calculation has been completed and any changes are addressed.
If you need additional information, please contact me at the Division of Reclamation, Mining and Safety, Grand
Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, telephone no. 970.241.1117.
Sincerely,
G.
