RULE 2 PERMITS <br />On February 23, 1982 the Division sent a copy of the OSM Technical Analysis of Cultural Resources to <br />Colowyo with stipulations. OSM made the determination that there was sufficient information to initiate <br />compliance procedures with the Colorado SHPO. A copy of this T. A. can also be found in Exhibit 5 - <br />Archaeological Information. <br />The USDI, OSM Permit #CO-0015, dated February 22, 1983, contained special stipulations requiring <br />additional mitigation of three archaeological sites. A copy of this can be found in Exhibit 5 - <br />Archaeological Information. <br />The USDI, OSM sent a letter to Colowyo, dated November 19, 1985, providing notification that the <br />requirements of the Special Stipulation had been satisfied. A copy of this letter can be found in Exhibit 5.- <br />Archaeological Information. <br />In April, 1985, the report titled "FINAL REPORT ON THE ARCHAEOLOGICAL INVESTIGATIONS <br />ALONG THE COLOWYO COAL COMPANY RAILROAD SPUR IN MOFFAT COUNTY, <br />COLORADO" was completed by the Laboratory of Public Archaeology (LOPA), Colorado State <br />University, Fort Collins, Colorado for Colowyo Coal Company. <br />The report covers the archaeological investigations along the Colowyo railroad spur right-of-way. <br />Although the railroad spur is not included within the Colowyo permit area or addressed in the permit <br />application, a copy of the report has been submitted to the Division for their information. <br />In October, 1984, the report titled "Cultural Resources Investigations in the Danforth Hills Proposed Coal <br />Lease Area, Moffat and Rio Blanco Counties, Colorado" by Diana Christensen under the direction of Paul <br />R. Nickens, Ph.D. of Nickens and Associates, sponsored by Consolidation Coal Company was completed. <br />The report covers the cultural resources inventory of a potential coal mining project by Consolidation <br />Coal Company in the Danforth Hills south of Colowyo. The inventory covered much of the area included <br />in the 1991 permit area expansion. A copy of the pertinent sections of the report can be found in Exhibit <br />5. Additional sites noted in this report are included on Map 16, Historical and Archeological sites. <br />In October, 1988, the report titled "Cultural Resource Inventory of a Proposed Lease Addition and A- <br />Conveyor Corridor at the Colowyo Mine, Moffat County, Colorado" by Paul R. Nickens and Associates <br />was completed. This report covered the remainder of the 1991 permit area expansion. A copy of the <br />report is included in Exhibit 5. <br />In September 1991, a report titled "An Archaeological Evaluation of 5MF402, Moffat County, Colorado, <br />September 1991" was completed by Alpine Archaeological Consultants, Inc. A copy of the report is <br />included in Exhibit 5. 5MF402 had been recommended for testing by the 1975 Lischka report. No <br />significant findings were noted. <br />On October 2, 1996 Metcalf Archaeological Consultants, Inc. conducted additional cultural resources <br />inventory within the Permit area for an exploration drilling program and possible conveyor system.
