RULE 2 PERMITS <br />2.06 Requirements for Permits for Special Categories <br />2.06.1 Scope <br />This Section establishes minimum requirements for permits for the special categories of surface coal <br />mining and operations which are in addition to the applicable permit application requirements and <br />procedures of Rule 2. <br />The special categories are as follows: (1) Experimental Practices Mining; (2) Mountaintop Removal <br />Mining; (3) Steep Slope Mining; (4) Variances from Approximate Original Contour Restoration Require- <br />ments for Steep Slope Mining; (5) Prime Farmlands; (6) Variances for Delay in Contemporaneous <br />Reclamation Requirement in Combined Surface and Underground operations; (7) Mining of Alluvial <br />Valley Floors; (8) Augering; (9) Coal Processing or Support Facilities Not Located Within the Permit <br />Area of a Specified Mine; and (10) In-Situ Processing Activities. <br />2.06.2 Experimental Practices Mining <br />On March 3, 1986, Colowyo submitted a Technical Revision to the Division to request a change in the <br />status of the Streeter Fill from that of an Experimental Practice to that of a Standard Practice satisfying <br />the MLRD regulations in Section 4.09, Disposal of Excess Spoil and Underground Waste. The Division <br />granted the request on August 28, 1986: For further details concerning this request, refer to Exhibit 12, <br />Experimental Practices Information. <br />From an historical perspective the discussion of Streeter Fill will remain in Section 2.06 virtually <br />unchanged. The reader should be fully aware that the status of the Streeter Fill is no longer that of an <br />experimental practice, but rather that of an excess spoil pile built under the alternative design standards of <br />Section 4.09. <br />In December, 1993 Colowyo requested a modification to the Streeter Fill monitoring requirements. See <br />Section 4.09 for a discussion of these changes. The following discussion addresses only historic permit <br />requirements. <br />The monitoring requirements for the Streeter Fill were included in the Permit as Stipulations and areas <br />follows: <br />STIPULATION No. 6 <br />"The Permittee will monitor water levels in the monitoring wells existing within <br />the Streeter Canyon Fill, including the two wells designated as MW-1 and MW- <br />2, installed on the 6900 foot elevation terrace bench, and the one well designated <br />as MW-3, installed adjacent to the toe of the fill at the 6600 foot elevation. The <br />Permittee will further install additional pairs of survey monuments at the 7000, <br />7100, 7200 and 7300 foot elevations on the Streeter Canyon Fill, as- the fill <br />reaches completion at those elevations. The Permittee will submit proposed <br />monument locations to the Division for approval prior to installation of the <br />survey monuments. Monitoring of the wells and surveying of the monuments <br />shall both be accomplished quarterly. The Division will be informed immediately <br />if any hazardous condition is determined to exist within the Streeter Canyon Fill. <br />The Permittee will continue this monitoring program until the Division approves <br />cessation in writing." <br />Rule 2 Permits 2.06-1 Revision Date: 6/23/08 <br />Revision No.: MR-91
