Date (if no date stamp): Section/Exh.
Inspection Date Specialist: 92.-
My opinion:
I agree that the laboratory testing shows that the material is sufficiently inert that it
may be backfilled. Although the TCLP showed detectable concentrations of Ba and
concentrations of Pb and Se exceeding State of Colorado regulatory standards for
ground water, these concentrations are not as alarming when one considers that the
conditions of the TCLP test are significantly more aggressive than those that may be
encountered in the site ground water. These elements have been leached by the
acidic pH extraction fluid (- 4.9) that are standard in the method, conditions that are
significantly more acidic than are likely to be encountered in the site ground water.
Keeping in mind however that Selenium typically exists as oxyanionic species in
neutral to alkaline waters, and thus may be more mobile than cations leached at
this specific site, the opinion of the Division is that mobilization of Se from the
backfilled bricks under ambient conditions is a low probability event.
