4-256). TMI verifies topsoil replacement thickness by scraper load counts. A load count for <br />each reclamation parcel is included in the bond release application. Topsoil verification was <br />conducted during monthly inspections as documented in DRMS inspection reports dated <br />11/13/2002, 8/27/2003, 9/24/2003, 9/22/2004 and 10/14/2004. All parcel areas verified by the <br />Division had adequate topsoil replacement thickness. <br />The following table summarizes the bond release parcels included in the application and <br />shown on "SL-9 Phase II Bond Release Area Delineation" Map. The bond release parcels <br />were grouped together in bond release blocks in accordance with the Division's "Guideline <br />Regarding Selected Coal Mine Bond Release Issues" dated April 18, 1995. Parcels are <br />combined into blocks based upon range site success criteria. All Range Site AB parcels are <br />packaged in one bond release block and Range Site C parcels compose the remaining bond <br />release block. <br />Bond release block A, D&H RSC 03-04 consists of parcels A-C-04, D-C-04, H-C-03 and H- <br />C-04. TMI developed reclamation <br />success standards based upon the Universal Soil Loss Equation (USLE) formula. This <br />approach demonstrates that successful herbaceous cover will provide adequate cover to <br />control erosion. For parcels reclaimed to Range Site A and Range Site B requirements, Phase <br />II bond release total cover (live herbaceous cover/allowable litter cover) must equal or exceed <br />52%. Total cover for Range Site A consists of a minimum of 33% live herbaceous cover and <br />up to 19% litter (Permit page 4-103). Total cover for Range Site B, as well as for Range Site <br />AB, consists of a minimum of 29% live herbaceous cover and up to 23% litter (Permit page <br />4-103).
