I. INTRODUCTION <br />Purpose of this Document <br />This document presents the findings of compliance in support of a proposed decision of the <br />Colorado Division of Reclamation, Mining, and Safety in response to a request for a partial <br />Phase II bond release on a portion of the Trapper Mine, Division permit number C-1981-010. <br />These findings and the decision are made in response to a request for the partial release of a <br />reclamation bond at the Trapper Mine. The Trapper Mine is a surface coal mine, which is <br />permitted and operated by Trapper Mining, Inc. Land for which bond release has been <br />requested is state or privately owned, and the coal was federal and state owned. Reclamation <br />for which bond release has been requested was conducted between 2002 and 2004. Trapper <br />Mining Inc. is requesting Phase II bond release on 294.6 acres. <br />Contents of this Document <br />This document is divided into the following five parts: <br />1. Proposed Decision <br />Background Information Sources <br />Detailed information about the bond release review process can be found in the Colorado <br />Surface Coal Mining Reclamation Act (Act), the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining (Regulations; Rules), and in the Guideline Regarding <br />Selected Coal Mine Bond Release issues, dated April 18, 1995. All "Sections" referenced <br />within this document are contained within the Regulations. Detailed information about the <br />mining and reclamation operations at the Trapper Mine can be found in mining and <br />reclamation permit application C-1981-010 on file at the Division offices, located at 1313 <br />Sherman Street, Room 215, in Denver, Colorado. <br />Location of Trapper Mine <br />The Trapper Mine is a surface coal mine, which is permitted and operated by Trapper Mining, <br />Inc. (TMI) and is located 6.5 miles south of the town of Craig, Colorado. The specific area to <br />which the proposed bond release request applies is: T5N, R91 W portions of Sections 1 and 3, <br />and T6N, R9 1W portions of Sections 26, 27, 32, 33, 34, 35 and 36. <br />Trapper Mine Page 2 December 2, 2008 <br />Phase III Bond Release
