Division of Reclamation <br />Environmental Protection Specialist Mining and Safety <br />Colorado Division of Reclamation, Mining and Safety <br />691 County Road 233, Suite A-2 <br />Durango, Colorado 81301 <br />Re: Oxbow Mining LLC, Permit No. C-1981-022 <br />TR-60 - Response to November 10, 2008 and November 18, 2008 PARS <br />Dear Ms Talvitie, <br />The purpose of this letter is to respond to the cited PARS for the Technical Revision No. 60 to the Oxbow <br />Mining LLC (OMLLC) Permit No. C-1981-022. <br />This TR provides for a mine plan change to add the Bear Creek shaft and fan facility. The following <br />comments are offered by the order they were presented by the Division. <br />Comment 1. Prior to the construction of the raise bore shaft, Oxbow will be pre-drilling the <br />effected area to determine any ground water flow which might seep into the fan shaft. Should water be <br />encountered, a polyurethane epoxy grout will be pressure pumped into the water bearing zones to "glue" <br />and seal the formation. The epoxy grout is the same kind of material routinely used throughout the mine <br />to glue the rocks together where necessary to maintain ground control in the gate roads and main entries <br />and used to enhance the anchoring of the roof bolts. <br />Comment 2. . Oxbow already has a ground water monitoring program to monitor seepage of <br />groundwater into the mine, with the information presented annually in the AHR's. Notable inflows will <br />be noted in the AHR. <br />Comment 3. In order to address disturbed areas we divided the pad area into three small area <br />exemptions (SAE), which are shown in a revised copy of Map 2.05-E1-BCA2. Appropriate SedCAD <br />designs are provided in the TR-60 revisions. The cut slopes are considered part of the proposed light use <br />road. <br />Comment 4. A light use access road was added to the design and is designated in Map 2.05- <br />EI-BCA2. With the addition of the road, the small areas at the inlet (former North SAE) and outlet of the <br />culvert will be covered with rock expected to be salvaged during construction. <br />Comment 5. . The check dams were eliminated. We revised the drainage and sediment control <br />plan and divided the area into three SAEs . Runoff from the three SAE's will be controlled with silt <br />fences and or straw bales. SedCAD runs were developed to show that concentration levels coming out of <br />the straw bales or silt fences are at or below the settable solids limit of 0.5 ml/l.
