III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial bond release inspection of the exploration drill sites for the 1994-1996 Coal <br /> Exploration Program conducted by Jason Musick of the Colorado Division of, Reclamation, Mining, <br /> and Safety (Division) on 12 November 2008. Jennifer Maiolo of BLM accompanied the inspection. <br /> The weather was cloudy with rain/snow mix during the inspection. The ground was wet. <br /> The sites inspected included 3 remaining exploration holes drilled under NOI X-1994-214-00 which <br /> had not previously been inspected during bond release inspections conducted on 8/26/2008 and <br /> 10/08/2008, Holes 95013, 95012, and 95014 were inspected. <br /> The boreholes were abandoned and reclaimed in compliance with rule 4.07.3 by refilling them up to 10 <br /> feet from the surface. Cement was used to fill the hole up to 3 feet from the surface and the <br /> remainder filled with drill cuttings. Two of the three sites were marked by a t-post. Abandonment <br /> reports dated 14 August 2008 were provided to the DRMS for each hole. <br /> Each abandoned exploration drill site was located utilizing a Trimble GeoXT GPS unit with final drill <br /> site coordinates provided in the NOI permit. The results of the inspection, including example <br /> photographs of all three holes is provided below. <br /> All roads and pads were reclaimed. All 3 sites appeared to be well vegetated, with some sites <br /> exhibiting more vegetation than others. All sites showed no signs of erosion, damage, evidence of <br /> roads, or any other problems. During the inspection there was no evidence that the drilling had <br /> occurred with the exception of the t-post at each location. <br /> Based on this inspection, it is determined that all 3 of the exploration holes inspected were properly <br /> abandoned and the drill sites were adequately reclaimed. All reclaimed exploration drill sites remain <br /> stable. <br /> Hole 95012 in location noted on abandonment Hole 95014 in approved location. Good <br /> report. No disturbance noted, no evidence vegetation cover, no evidence of damage or <br /> of drill pad noted. Drill site noted. <br />
