III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DBMS.No one represented the operator <br /> during the field inspection.The weather was warm and there was no snow on the ground,although there was <br /> some ice in Hubbard Creek.The mine site has been reclaimed. <br /> Roads <br /> The dirt road up Hubbard Creek to the mine site was dry and in good condition.The mine road over Hubbard <br /> Creek and the road leading to the,now reclaimed,pond 5 were dry and passable.The entrance gate was closed <br /> and locked. <br /> Signs and Markers <br /> Surface disturbance markers,which are white pvc pipes,were up around the disturbed area.The mine ID sign, <br /> which contained the required information,was up on the mine site entrance gate.The"records location"sign <br /> was also up on the gate. <br /> Hydrology <br /> The culvert in Hubbard Creek at the mine site entrance was free of debris.The ditch at the base of the reclaimed <br /> mine slopes,formerly the collection ditch leading into the now reclaimed pond 5,was well vegetated and had <br /> sufficient capacity.The upland diversion ditch at the reclaimed coal stockpile area was also well vegetated. <br /> There was a little damp area at the outlet of the north underdrain.The outlets of the central and south <br /> underdrains were dry. <br /> Reclamation <br /> The reclaimed mine site slopes were well vegetated.There were no indications of slope instability,nor were <br /> there any signs of erosional problems.Recently reclaimed pond 4 and pond 5 need silt fence at the <br /> downgradient ends of the disturbed areas.There were no erosional problems with the reclaimed ponds. The <br /> disturbed areas of the two reclaimed ponds have been seeded recently. <br /> The black plastic 18 inch diameter culvert sections are being removed from the reclaimed coal stockpile area <br /> where they had been temporarily stored. <br /> Noxious Weeds <br /> There are several knapweed plants adjacent to reclaimed pond 4 and in the center of the reclaimed coal stockpile <br /> area.These plants should be removed. <br /> c:/word/blueribbon/insp 1108 <br />
