THTS SOURCE IS <br />SUBJECT TO THb FOLLOWING EMISSION GUIDELINES: <br />a. Materials EIandling Activities -Visible emissions not to exceed 20% opacity, no off- <br />property transpotrt of visible emissions. <br />b. Haul Roads - No off-property transport of visible emissions shall apply to on-site haul <br />roads, the. nuisance guidelines shall apply to off-site haul roads. <br />Haul Trucks -There shall be no off-propety transport of visible emissions from haul <br />trucks when operating on the property of the owner or operator. There shall be no off- <br />vehicle transport of visible emissions from the material in the haul trucks when operating <br />off of the property of the owner or operator. <br />Control IYfeasures <br />1. Adequate soil moisture must be maintained in topsoil and overburden to control emissions <br />during removal. ~'Vatering shall be implemented if necessary. <br />2. Topsoil, overburden, and coal mine waste (gob) stockpiles shall be compacted, treated with <br />chemical stabilizers as per manufacturer's recommendations, and watered as required to <br />elTectively control the emissions. Stockpiles shall be revegetated within one year. <br />~. T'missions from material handling (i.e. removal, loading, and hauling) shat[ be controlled by <br />:~~atering at all times unless natural moisture is sufficient to control emissions. <br />4. 1~'ehicle speed on unpaved roads and disturbed areas shall not exceed a maximum of 15 miles <br />pcr hour. Speed limit signs shall be posted. <br />S. Unpaved haul roads shall be graveled, treated with chemical stabilizers as per the <br />recommendations of the manufacturers, and watered as often as needed to effective]}~ control <br />fugitive particulate emissions. <br />6. Reclamation ~:~orks and sequential extraction of material sl~alf be initiated to keep the total <br />disturbed areas at any one time to a minimum. <br />?. Activities that result in fugitive particulate matter emissions shall be suspended when the <br />wind speed exceeds 2S miles per hour.
