Annual emissions shall be <br />calculated based on the previous twelve (12) months' emission data. These calculated annual <br />emissions shall be used to demonstrate compliance with the yearly emission limit listed above. <br />5. This source shall be limited to a maximum production rate as listed below and all other activities, <br />operational rates and numbers of equipment as stated in the application. Monthly records of the <br />actual production rate shall be maintained by the applicant and made available to the Division for <br />inspection upon request (Reference: Regulation 3, Part B, II.A.4) <br />Rail Loading of coal shall not exceed 45,000 tons per day and 6,000,000 tons per year. <br />Compliance with the yearly production limits shall be determined on a rolling twelve (12) month <br />total. <br />6. This activity shall not result in the exceedence of the following emissions of fugitive total <br />suspended particulates (TSP) and fugitive particulate matter of less than ten microns (PM,o). <br />These emission limits are based on the information submitted with the application. The Division <br />assumes that these levels are being met if the control measures stated in the approved control <br />plan are followed. <br />Total Suspended Particulate 5:04 tons per year. <br />Particulate Matter (PM10) 2.44 tons per year <br />Transfer points shall be partialty enclosed. Spray bars shall be utilitized if natural moisture is • <br />insufficient to control particulate emissions. <br />8. Rail car loading shall be through a fully enclosed telescopic chute. <br />9. This source is subject to the New Source Performance Standards requirements of Regulaton No. <br />7, Part A, Subpart Y, Standards of Performance for Coal Preparation Plants incuding, but not <br />limited ta, the fdbwing: <br />a. Visible emissions shall be less than 20% opacity from conveyors, conveyor <br />transfer points, and rail car loading <br />b. EPA method 9 shall be used to measure opacity. <br />In additlon, the following requirements of Regulation No. 6, Part A, Subpart A, General Provisions, <br />apply. <br />a. At all times, including periods of start-up, shutdown, and malfunction, the facility <br />and control equipment shall, to the extent practicable, be maintained and <br />operated in a manner consistent with good air pollution control practices for <br />minimizing emissions. Determination of whether or not acceptable operating and <br />maintenance procedures are being used will be based on information available to <br />the Division, which may include, but is not limited to, monitoring results, opaGty <br />observations, review of operating and maintenance procedures, and inspection of <br />the source. (Reference: Regulation 6, Part A General Provisions from <br />40CFR60.11 <br />b. No article, machine, equipment or process shall be used to conceal an emission <br />which would otherwise constitute a violation of an applicable standard.
