• 2.05.3 <br />(8) Coal Mine Waste and Non-Coal Processing Waste <br />Coal mine waste will be generated from within the mine and will be <br />periodically transported from the underground workings with the mine <br />conveyor. At the portal transfer towers the gob is transferred to the gob <br />conveyor. The gob is stacked in temporary gob piles which is located east <br />of the transfer tower on the D-Seam and B-Seam portal benches. The gob <br />is then rehandled by front-end loader and trucks and transported to the <br />permanent gob disposal area. Certain conditions such as inclementweather <br />or severe winter conditions may preclude access to the permanent gob pile <br />for extended periods of time. Therefore, gob maybe stored in the temporary <br />gob piles for up to 30 days. Up to 1500 tons may be stored in the temporary <br />gob piles at one time. <br />Gob will also be generated from the preparation plant. The principal <br />additives used in the preparation plant are magnetite and flocculent. The <br />plant is designed to run as a closed circuit relative to these additives. The <br />thickener is designed to recover as much of these additives as possible. <br />There will be minor amounts of flocculent and magnetite that bind with the <br />gob produced by the plant. No chemical sludge will be generated by the <br />• preparation plant. <br />Refuse disposal will utilize the refuse bin at the preparation plant, a 35-ton <br />haul truck and the existing refusal disposal area. These will be used to move <br />gob to the refusal disposal area. It is anticipated that haulage and disposal <br />operations will not be significantly different than those used at the present <br />time to dispose of run-of-mine rock gob. The haul road is designed as an all- <br />weather road. When weather conditions prevent proper spreading and <br />compaction of the gob material in the refuse disposal area, it is dumped in <br />small piles until it can be spread and properly compacted. <br />The annual volume will be variable based on run-of-mine coal quality. <br />Approximately 30% of coal production wi11 be washed with a projected 30% <br />reject rate. Therefore, based on an annual production rate of 5,000,00 tons, <br />450,000 tons of reject will be generated per year. It is anticipated that in <br />most years, the percentage of washed coal will be less than 30% and the <br />average annual reject generated will be about 200,000 tons per year. <br />The permanent gob pile was designed by WESTEC. See Volume IV for <br />design details. Anew coal mine waste pile was designed by J. E. Stover & <br />• Associates.
