2.05.3 <br />(6) Overburden <br />The proposed Bowie No. 2 Mine is an underground mine, not a surface mine, <br />therefore no overburden is removed, handled or stored. Material generated <br />from developing the underground workings is defined as coal mine waste. <br />Therefore, the discussion of coal mine waste in Section 2.05.3(8) applies to <br />all spoil generated during the mine development. <br />Construction of the B-Seam portals will generate excess material that must <br />be temporarily stockpiled until reclamation is initiated. This material is not <br />classified as coal mine waste. Rule 2.05.3(6) provides guidance regarding <br />temporary storage of excess material. This rule states that information to <br />demonstrate compliance with Rule 4 shall include, if applicable, location, <br />geometry and method of placement of material. Approximately 111,000 <br />cubic yards from the B-Seam portal will be placed in an excess material <br />stockpile as shown on the drawings. <br />The Portal B excess material will be hauled by truck to the disposal area <br />where it will be spread in maximum lifts of 24 inches and compacted. <br />Compaction of the Portal B excess material will be by the handling and <br />spreading operation. Special compaction equipment will be used if <br />necessary to achieve densities to ensure mass stability, prevent mass <br />movement and prevent formation of voids. The excess material will be <br />compacted to attain 90 percent of the maximum dry density to provide the <br />strength required for stability of the excess material disposal area. Dry <br />densities will be determined in accordance with AASHTO T99-74. <br />Compaction tests will be taken at a frequency and location of not less than <br />one per every other layer, at random locations across the pile. Test locations <br />and results will be reported to the Division in the appropriate construction <br />reports. <br />Two terrace ditches comprise the drainage structures for the Portal B excess <br />material stockpile area. The outslope of the Portal B excess material <br />stockpile will be plated with large rock so erosion of the outslope of the pile is <br />not a concern. <br />A stability analysis of the excess material storage area is presented in <br />Volume VII, Geotechnical Studies Tab 10. <br />Permit Renewal ~Z 2.05 - 39 - 02/07 <br />M R-$o <br />/1 PPRous~ <br />73!/0-7 <br />
