I am pleased to forward the following
nominations from the DRMS Coal Program, for the 2008 DRMS/CMA Coal Mining and Reclamation
Awards:
Excellence in Preventative Measures to Ensure Public Safety
West Elk Mine - Permit No. C-1980-007
Mountain Coal Company L.L.C
P.O. The Monument Dam, impounding Minnesota Reservoir,
was initially constructed in 1891. A number of enlargements occurred over the years. When the last
enlargement was completed in 1936, the south abutment of the dam was constructed into a large landslide
body.
In order for Mountain Coal Company's (MCC) West Elk Mine to progress longwall mining within t/ mile
of the dam and reservoir, it was necessary to take preventative measures to protect the dam from mine
subsidence and seismic activity. No mining will occur beneath the reservoir.
Working with Minnesota Canal and Reservoir Company, the owner of the dam, MCC consulted with and
negotiated the preventative measures and permitting through the Department of Water Resources - Office
of the State Engineer, Colorado Division of Reclamation Mining and Safety, United States Forest Service,
Army Corps of Engineers, and the Colorado Water Quality Control Division.
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
