Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division of Reclamation, Mining and Safety received the Technical Revision Application 03 (TR-03) to the <br />St. Vrain Lakes Site, Permit No. M-1982-015. The Division has the following items that need to be addressed <br />prior to approval of the revision. <br />1. The operator provides a groundwater monitoring plan for the area surrounding the pipeline spill <br />and within the limits of the constructed slurry wall. Please explain how the impacts to the St. <br />Wain River as a result of the fuel spill have been minimized and describe if any water sampling <br />has been conducted along the river. <br />2. The site will ultimately be reclaimed to a slurry lined reservoir storing surface water. Please <br />inform the Division as to when the lake will be filled with water. Carma Bayshore will need to <br />provide a surface water monitoring plan for when the pit is ultimately filled with surface water to <br />ensure that the, site can achieve the approved reclamation plan of developed water resources. <br />Please be advised that Canna Bayshore St. Wain Lakes Site TR-03 application may be deemed inadequate, and <br />the application may be recommended for denial on January 20, 2008 unless the above mentioned adequacy review <br />items are addressed to the satisfaction of the Division. If you feel more time is needed to complete your reply, the <br />Division can grant an extension to the decision date. This will be done upon receipt of a written waiver of your <br />right to a decision by January 20, 2008 and request for additional time.
