I. INTRODUCTION <br />Purpose of this Document <br />This document presents the findings of compliance in support of a proposed decision of the <br />Colorado Division of Reclamation, Mining, and Safety in response to a request for a partial <br />Phase I bond release on a portion of the Trapper Mine, Division permit number C-1981-010. <br />The Trapper Mine is a surface coal mine, which is permitted and operated by Trapper Mining, <br />Inc. Reclamation for which bond release has been requested was conducted between 2003 and <br />2007. Trapper Mining Inc. is requesting Phase I bond release on 476.6 acres. <br />Contents of this Document <br />This document is divided into the following five parts: <br />1. Introduction <br />II. Summary of the Bond Release Process; <br />III. Approval Criteria for Bond Release; <br />IV. Observations and Findings; and <br />V. Proposed Decision <br />Background Information Sources <br />Detailed information about the bond release review process can be found in the Colorado Surface <br />Coal Mining Reclamation Act (Act), the Regulations of the Colorado Mined Land Reclamation <br />Board for Coal Mining (Regulations; Rules), and in the Guideline Regarding Selected Coal Mine <br />Bond Release issues, dated April 18, 1995. All "Sections" referenced within this document are <br />contained within the Regulations. Detailed information about the mining and reclamation <br />operations at the Trapper Mine can be found in mining and reclamation permit application C- <br />1981-010 on file at the Division offices, located at 1313 Sherman Street, Room 215, in Denver, <br />Colorado. <br />Location of Trapper Mine <br />The Trapper Mine is a surface coal mine, which is permitted and operated by Trapper Mining, <br />Inc. (TMI) and is located 6.5 miles south of the town of Craig, Colorado. The specific area to <br />which the proposed bond release request applies is: T5N, R90W, portions of Section 6; T5N, <br />R91 W, portions of Sections 1 and 3; T6N, R90W, portions of Section 31 and T6N R91 W <br />portions of Sections 26, 27, 28, 32, 33, 34, 35 and 36. <br />Land and Coal Ownership <br />The ownership of the surface land for which bond release has been requested is private and <br />state.
