Breckenridge Sanitation District PART II
Copper Mountain Water and Sanitation District Page 3 of 5
Frisco Sanitation District CDPH&E BMP #0834
Dillon/Silverthorne Joint Authority
Summit County Snake River Wastewater Treatment Plant
Robinson Tailing Site
portions of Sections 27, 34 and 35, Township 7 South, Range 79 West and
portions of Sections 2 & 3, Township 8 South, Range 79 West; Summit County
Summit County
SPECIAL CONDITIONS
II.A Biosolids Application Rates
The initial biosolids application rate for the Robinson Tailing site shall not exceed 30 dry tons per acre. Upon
completion of the initial application phase subsequent biosolids applications shall be calculated based upon updated soil
and biosolids analyses. Additional organic materials and fertilizer may be applied in combination with the biosolids,
however, the concentration of plant available nitrogen for any such mixture shall not exceed 75 pounds per acre of plant
available nitrogen.
II.B Biosolids Monitoring
Biosolids monitoring requirements are specified in Section 4.9.16.A of the Biosolids Regulation (5 CCR 1002-19,
4.9.0). Division records indicate that the permittees' 1993 biosolids production rates are as identified below.
Monitoring of biosolids for parameters identified at section 4.9.16, table 7, and to demonstrate compliance with
pathogen destruction criteria identified at section 4.9.12.B(8) and vector attraction reduction criteria at 4.9.12.0 is
required on a once per quarter basis for those facilities exceeding 319 dry tons of biosolids production annually,
and once per year for those facilities which do not exceed 319 dry tons per year biosolids production. The
frequencies of analysis specified above are subject to change should the facilities' biosolids production levels change.
Breckenridge Sanitation District 357 dry tons
Copper Mountain Water and Sanitation District 88 dry tons
Frisco Sanitation District 176 dry tons
Dillon/Silverthorne Joint Authority 255 dry tons
Summit County Snake River Wastewater Treatment Plant 120 dry tons
II.0 Soils Monitoring
Pursuant to Sections 4.9.16.B of the Biosolids Regulation, (5 CCR 1002-19, 4.9.0), post-application soils monitoring
for those parameters identified in 4.9.16.13, tables 8 and 9 of the Biosolids Regulation shall be required. Monitoring
shall be performed on samples collected in accordance with the provisions of section 4.9.16.13 of the Biosolids
Regulation. Samples should be collected so as to be representative of that area to which biosolids are applied within
a given calendar year. It is expected that the amount of acreage to which biosolids are applied will not exceed 320
acres per year. Thus, for purposes of this section, only a single composite soil sample will be required. Collection
of soil samples is not required until seeding is complete and emergence and establishment of vegetation has occurred,
however, in no case should soil sampling occur more than two years after application has taken place.
