Our basic <br /> reaction is that the application of biosolids for tailing area reclamation <br /> and elsewhere at the site is a positive step for successful vegetation <br /> establishment. Also, we have contacted Phil Hegeman at the Health <br /> Department, and he is amenable to making modifications to Climax's <br /> biosolids authorization - application rate stipulation - predicated on <br /> DMG's recommendation. <br /> As I mentioned to you on_ the telephone, I had Carl Mount, DMG Senior. <br /> Specialist, review your biosolids submittal. A copy of a memorandum <br /> containing his comments is enclosed. Basically, Carl feels that we need <br /> additional information on the chemistry of the rock material used to cap <br /> the tailings, on the chemistry of the biosolids, and on the physical <br /> characteristics of acid buffering agents to be utilized, before DMG can <br /> approve an upper limit for rate of biosolids application. Specifically, <br /> we would need to know the level of acidity that can be expected in the cap <br /> rock in order to determine appropriate buffer application rates and <br /> mechanisms, and we would need to know the salinity of the biosolids in <br /> order to determine the point at which biosolids application would begin <br /> to, inhibit plant growth. Since a number of sources are permitted as cap <br /> rock borrow areas (Cirque Dump slide rock, E Stockpile, McNulty Dump) , <br /> sampling and analysis for acidity of each source should be undertaken. <br /> Carl has further determined that the program of essentially manufacturing <br /> a plant growth medium from waste rock, biosolids, lime, and possibly wood <br /> chips, should be .incorporated into the permit as a technical revision. <br /> As such, DMG would recommend that your next step be to propose a sampling <br /> and analysis program to determine the acidity of the cap rock, and submit <br /> salinity data on the biosolids. This information should be submitted as <br /> a technical revision with the appropriate fee. The review .period for this <br />
