Utilization of the <br /> sludge will be on a test basis during the first year, and the results <br /> will dictate utilization in subsequent years. <br /> Black & Veach, on behalf of Summit County has had the sludge tested for <br /> toxicity, and determined that the sludge is not subject to RCRA, or any <br /> other govermental hazardous or toxic waste regulation. From the data <br /> obtained from the typical sludge analyses, it is anticipated that the <br /> water quality of Tenmile Creek will not be adversely affected. However, <br /> the Climax Mine has requested input from the the Colorado Department of <br /> Health Water Quality Control Division in order to verify that the sludge <br /> application will not require changes in the existing discharge <br /> parameters, monitoring requirements, or other conditions of the current <br /> Climax NPDES permit (No.CO-0000248) . <br /> During the meeting on May 7, 1990, with representatives from Summit <br /> County, The Colorado Department of Health, The Colorado Division of Mined <br /> Land Reclamation, Black & Veatch, and the Climax Mine, it was determined <br /> that a technical revision of the Climax Mine Mining and Reclamation <br /> Permit would be required prior to initiation of testing. <br /> The Climax Mine is hereby requesting a technical revision to the existing <br /> permit (No. 77-493) to allow application of Snake River WWTP sludge to <br /> the Climax Tailing Ponds as a soil amendment and/or modifier. If for any <br /> reason, Climax determines the material to be unsuitable, the test may be <br /> terminated at any time.
