Attending: Colorado Division Colorado Department of Mined Land Summit County of Health Reclamation Buck Wenger Phil Hegeman John Dorfer Bruce Humphries Black & Veatch Climax/AMAX Kerry Heidel Craig Johnson Mark Maxwell Louis Marucheau Gary G. Van Riper Bob Kilborn Jeff Todd Black and Veatch presented the initial results of the TCLP testing that Summit County performed on its sludge. Based on testing for 31 of the 39 regulated parameters, Summit County's combined tertiary and aerobically digested waste activated sludge does not exhibit toxicity characteristics. (MJM Note: Values for the remaining eight parameters were received on May 16, 1990, and they also indicate that the sludge is nonhazardous. ) Based on these results and the fact that the sludge is not ignitable, reactive, or corrosive, Summit County's sludge is not a hazardous waste and is not subject to RCRA requirements. A copy of all the TCLP test results is attached to these meeting minutes. Based on the favorable test results, all parties at the meeting indicated that they were amenable to the sludge application program and the remainder of the meeting was spent covering specific issues. Colorado Department of Health (CDH) Phil acknowledged that the CDH had received the County's letter of intent and a 30-day notice period would soon be initiated. Assuming the County's application is complete, a Notice of Authorization will be issued within 30 days following the close of the public notice period. This means that CDH approval could be issued on or about July 1, 1990.
