Van Riper <br /> Bob Kilborn <br /> Jeff Todd <br /> Black and Veatch presented the initial results of the TCLP testing that <br /> Summit County performed on its sludge. Based on testing for 31 of the <br /> 39 regulated parameters, Summit County's combined tertiary and aerobically <br /> digested waste activated sludge does not exhibit toxicity characteristics. <br /> (MJM Note: Values for the remaining eight parameters were received on <br /> May 16, 1990, and they also indicate that the sludge is nonhazardous. ) <br /> Based on these results and the fact that the sludge is not ignitable, <br /> reactive, or corrosive, Summit County's sludge is not a hazardous waste and <br /> is not subject to RCRA requirements. A copy of all the TCLP test results <br /> is attached to these meeting minutes. <br /> Based on the favorable test results, all parties at the meeting indicated <br /> that they were amenable to the sludge application program and the remainder <br /> of the meeting was spent covering specific issues. <br /> Colorado Department of Health (CDH) <br /> Phil acknowledged that the CDH had received the County's letter of intent <br /> and a 30-day notice period would soon be initiated. Assuming the County's <br /> application is complete, a Notice of Authorization will be issued within <br /> 30 days following the close of the public notice period. This means that <br /> CDH approval could be issued on or about July 1, 1990. <br />
