Amended text on pages 2.05.4(2)(d)-23, (d)-24, and (d)-33 addresses measures <br />that will be taken to minimize handling of saturated soils, which could result in <br />degradation of soil physical characteristics and excessive compaction. <br />The amended sections addressing frozen and saturated soils have adequately <br />addressed the applicable regulatory provisions. The operator will be responsible <br />for conducting soil handling operations such that Lift A and Lift B materials can <br />be properly segregated (4.06.2(3)), physical and chemical properties of the soil <br />can be protected to the extent practicable (4.06.2(5)), and excess compaction and <br />contamination would be prevented (4.06.4(2)(b)). Item Resolved. <br />30. The Division noted a number of apparently erroneous table references within the <br />text of Section 2.05.4(2)(d), as well as an apparent error on Table 2.05.4(d)-2, and <br />requested that the operator amend the text and table(s) as warranted. <br />The table references appear to have been properly amended. The one apparent <br />error on Table 2.05.4(d)-2 was corrected, but on closer review of the stockpile <br />volumes listed on the table, there appears to have been an addition error with <br />respect to the volume sub-total for stockpiles west of 27 road, and as a result, the <br />over-all stockpile volume total appears to be in error. The west side sub-total <br />should be 197,995, rather than 454,005 based on our addition, and the over-all <br />total should be 326,010, rather than 582,010. <br />Please review and amend Table 2.05.4(d)-2 as appropriate. The summation <br />error in this table does not appear to have been carried forward to other <br />sections of the soil salvage or replacement plan, but please verify that this is <br />the case, and amend the plan as warranted, if there were any related errors. <br />34. The Division requested clarification regarding the results of June 2008 <br />conductivity re-sampling for Sample Site #32, and noted that further sampling and <br />analysis for conductivity in the Site #32 immediate vicinity, pursuant to the <br />remedial soil sampling/handling plan, appeared to be warranted. <br />The cover letter response indicates that remedial testing of the surrounding area <br />was completed, and that results demonstrated that no further remedial measures <br />were warranted with respect to soil quality in the vicinity of Site #32. Amended <br />page 2.05.4(2)(d)-35 contains revised language stating that "Additional results <br />and discussion have been added to Attachment 2.05.4(2)(e)-1 to address the <br />samples that showed high results". The reference to (e)-1 appears to be a <br />typographical error; should be (d)-1. On amended Attachment page <br />2.05.4(2)(d)-1-18, the narrative references lab results on amended Attachment <br />pages ...(d)-1-19 and ...(d)-1-20, and states that the remediation samples <br />demonstrate acceptable saturated paste conductivity levels.
