Items Approved for Permanent Retention <br />Permanent impoundments planned as part of the post mining land use on reclaimed rangelands at <br />the Trapper Mine include small Livestock Water Tanks. The ponds are less than two acre-feet in <br />volume and function exclusively to provide needed drinking water to wildlife and livestock. <br />Livestock Water Tanks located within the SL-10 submittal are NNE #1, WP #1 and WP #2. <br />These three ponds were surveyed and demonstrate that they meet the Division's design criteria. <br />Submittal of Bond Release Application and Completeness Determination by the Division <br />The Division received Trapper Mine's bond release application SL-10 on October 3, 2008. <br />The application was found complete on October 6, 2008, after the Division received proof of <br />publication of the applicant's public notice. The completeness determination was made in <br />accordance with Section 3.03.2(1)(d). <br />Trapper Mine submitted the bond release application following the procedures described in <br />the Act and Regulations. The application also utilized the Division's Guideline Regarding <br />Selected Coal Mine Bond Release Issues, dated April 18, 1995. <br />Public Notice <br />Trapper Mine published notice of the bond release application in the Craig Daily Press once <br />weekly for four consecutive weeks, beginning on August 22, 2008. Trapper Mine also <br />notified landowners within and adjacent to the mine permit area, and other interested parties <br />of the application for bond release, as required by section 3.03.2(1). The Division received <br />no written comments, objections, or requests for an informal conference regarding the bond <br />release application. <br />Bond Release Inspection <br />The Division scheduled and conducted a bond release inspection on October 13, 2008 <br />through October 16, 2008. The site inspection was conducted in accordance with Section <br />3.03.2(2). Jason Musick and Daniel Hernandez represented the Colorado Division of <br />Reclamation, Mining, and Safety. The operator was represented by Graham Roberts and <br />Forrest Luke of Trapper Mining, Inc. Christine Belka and Jennifer Maiolo represented the <br />Office of Surface Mining and the Bureau of Land Management respectively. It was <br />determined during this initial inspection that some gully and drainage maintenance was <br />needed. <br />The Division conducted a second inspection on October 22, 2008 to ensure maintenance items <br />noted during the October 13'' inspection had been adequately addressed.
