(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1983-090 <br />INSPECTION DATE: 1 > /115/2008 INSPECTOR=S INITIALS: FC-C <br />OBSERVATIONS <br />This was a routine site monitoring inspection conducted by DRMS at the La Poudre Sand and Gravel site. The <br />inspection was conducted by Eric Scott and Tony Waldron of CDRMS. DRMS representatives met with Jim <br />McFarland (VP) and Chris Lang (Land Manager) of Hall Irwin at the site at approximately 1130. The site <br />entrance is located off the east side of 901 Road (Weld/Larimer County line) at the southeast corner of the <br />intersection of 901 and Hwy 392. The site is just west of the Town of Windsor in Weld County. <br />DRMS toured the site with the Hall Irwin representatives. Current activity in the mine consists of cement <br />production, sales of stockpiled material and reclamation. No further mining is taking place at this site. <br />Reclamation activity on the eastern portion of the site seems to be progressing well with final contouring <br />completed and vegetation re-establishing. The area of the site immediately east and surrounding the cement <br />plant still require reclamation. According to DRMS records, no portion of this site has been released from the <br />permitted area to date. <br />There was a large area of stockpiled waste concrete located to the east of the cement plant that Hall Irwin <br />representatives said would be utilized for fill material for a portion of the remaining pond areas before the final <br />cover material was placed. There is no record on file at DRMS of any notification from Hall Irwin of intent to use <br />inert fill at the site. This matter will have to be addressed, and the notification submitted to DRMS before this <br />material is used to fill any area of the site, to avoid a potential violation. This issue is cited as a problem on page <br />3 of this report along with the corrective actions to be taken. <br />During the site tour, the mine appeared to be in compliance with the approved reclamation plan. The only <br />problem noted during the inspection was the presence of tamarisk at the site, which was becoming well <br />established in areas. These noxious plants need to be removed before they become more established and <br />widespread. In areas still to be reclaimed, this could easily be done using a dozer when the area is <br />recontoured or filled. If they are found in areas where reclamation is essentially complete and vegetation is <br />beginning to establish, other weed control measures such as spraying or cutting and stump treating may be <br />required.
