t <br /> c <br /> III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also <br /> describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns of CDRMS. Dan Kipp of Coors Energy Company accompanied the <br /> inspection. The mine no longer extracts coal,but the remaining surface pit(Pit B)is permitted to dispose of flyash. CEC <br /> caps,regrades,topsoils and seeds the pit as the ash fill progresses. The mine site was cool and dry. The mine has recorded <br /> one precipitation event so far in November of 0.19"on November 5,'. <br /> H d�rologic Balance: <br /> Two sediment ponds remain on the mine site,sediment pond No. 2 and the dugout pond. The dugout pond had one very <br /> small puddle while Pond 2 was holding a pool of water at approximately 6"on the staff gauge. Vegetation at both ponds was <br /> good. <br /> Roads: Roads are in good shape in the active areas of the mine. Ditches along the haul roads are well defined and are ready <br /> for winter. <br /> Topsoil: Topsoil placement operations have been completed in the active reclamation parcel 31P. CEC has added organic <br /> material and has incorporated this material into the topsoil at parcel 31P. CEC will seed a cover crop of Sorghum in the <br /> spring. This is in accordance with the reclamation plan. <br /> Backfill&Grading: &Waste Disposal: Ash placement,grading and cover continues in the B pit. Grading and cover of the <br /> ash occurs soon after end dump of the ash material so airborne dust is minimized. <br /> Reve etation: Vegetation throughout the mine site remains stable and has gone dormant for winter months. <br /> No maintenance items were identified with in the permit area. <br />
