MINE ID # OR PROSPECTING ID#: M-1977-348 PAGE: 2
INSPECTION DATE: 8-19-08 INSPECTOR'S INITIALS: ACS
Full-scale reclamation of the quarries and spoil ridges at the
Boettcher Quarry was completed during 2005 and 2006. This included
highwall reduction, backfilling, grading, spreading of plant growth
soil including imported topsoil, and seeding. Backfilled and graded
slopes were measured at numerous locations during this inspection, and
all measured slopes were less than 2H:1V. The outslope of the
demolition debris fill was measured to be 17 degrees, or 3H:1V.
Revegetation of most of the reclaimed areas has progressed very well.
The E-1 Quarry and some other areas at the south end of the site are
more weedy, with kochia predominating. Presence of kochia in the early
succession of vegetation establishment is not problematic, and it is
recommended that evaluation of these areas occur again in 2009 when it
is anticipated that some of the seeded grasses will better present
themselves.
There are small areas of ponded water in the bottom of several of the
reclaimed quarries. The State Engineer requires that when water is
stored in excavated areas that evidence be provided that the water is
properly permitted or decreed, or that provisions be made to release
captured water within 72 hours of impoundment. Holcim must contact the
State Engineer's Office to determine what options are available for
dealing with the captured water and provide the DRMS with documentation
of resolution to this matter.
The DRMS files contain analytical results for ground water sampling
from the four wells located below the CKD disposal site through the
sampling conducted in July 2000. Holcim must provide data from
subsequent sampling and analysis. Once all of the information is in to
DRMS, it will be reviewed to determine if any additional actions are
necessary for the protection of ground water quality at this site.
The reclamation conducted by Holcim in the 5-mile long Boettcher is
impressive and very well done. Vegetation is not yet established in
all reclaimed areas, but progress toward full establishment is well
underway. The surface and ground water issues discussed above must be
addressed in the near term so that bond release will not be held up
once the vegetation is established.
cc: Shannon Johnson, SEO
Inspection & Enforcement Contact Address
NAME Mike Toelle
OPERATOR Holcim (US) Inc.
STREET 3500 Highway 120
CITY/STATE/ZIP Florence, CO 81226
