OBSERVATIONS
This inspection occurred as part of the Division review process for a Limited Impact 110 Permit
application for the Fork Horn Mesa Subdivision. The proposed operation is located approximately 12.5
miles southeast of Durango, in portions of the SW'/ of the SW'/ of Section 19, T34N, R8W, NMPM, La
Plata County. The application describes a pre-permit stockpile of processed material resulting from
construction and/or expansion of a natural gas well pad. The proposed 3.85 acre permit area contains
the stockpiled material, which will be sold under the DRMS reclamation permit. No mining is intended
under the reclamation permit. Affected lands will be reclaimed to support residential development post-
mining land use. Three photos and a reclamation cost estimation totaling $3,523 accompany this report.
As shown in the photos, conditions of the proposed permit area were consistent with the descriptions
provided in the application. Construction and/or expansion of a natural gas well pad, located nearby the
proposed permit area, had resulted in a significant stockpile of excavated material. Portions of the
excess excavated material had been utilized on site for residential development purposes. However,
approximately 14,700 cubic yards of material remained stockpiled on site and available for commercial
sales. The purpose of the DRMS reclamation permit was to allow the landowner, Pat Palmer, to sell the
material and reclaim the stockpile area. Russian knapweed and field bindweed were established in
portions of the permit area and in surrounding lands. The application includes a weed control plan.
On November 6, 2008, the Division approved the application. However, pursuant to Rule 4.1(2), the
permit will not be issued until the Division receives and approves properly executed financial and
performance warranties for the operation. Sale and/or removal of the stockpiled material may not
commence until the permit is issued.
Pursuant to Rule 4.2.1, the Division has estimated the current cost of reclamation at $3,523. Please find
enclosed eight pages of summary, work sheets and data sheets utilized by the Division to calculate the
cost of reclamation. Please submit financial warranty in the amount of $3,523.
