• <br /> The Control Plan <br /> Particulate emissions from the tailing ponds at Climax occur <br /> primarily during the snow free period which generally occurs <br /> between mid-June through September. During the remaining per- <br /> iod, the tailing generally is under heavy snow cover. Imple- <br /> mentation of the control plan begins following snow-melt and <br /> subsequent drying of the tailing flats to accommodate heavy <br /> equipment. <br /> Because of past successes, the Climax plan for controlling and <br /> limiting fugitive particulate emissions from the dry areas of <br /> the tailing ponds will continue to involve the use of Coherex as <br /> the primary dust suppressant. The materials, equipment, and <br /> technology will remain virtually unchanged. However, in order <br /> to increase the efficiency of the program and reduce and limit <br /> incidents of blowing dust, Climax will enlarge its stabilization <br /> efforts and add the following to its plan: <br /> Expand the area of coverage to include the crests and the <br /> faces of the tailing dams. <br /> More closely monitor the surface moisture conditions of the <br /> • tailing ponds to better determine the proper timing for <br /> suppressant application. <br /> - Maintain a contingency supply of Coherex which may be <br /> required throughout the dry period for use on an ad hoc or <br /> emergency basis should unusual weather or wind conditions <br /> instigate an unanticipated and prolonged incident of fugi- <br /> tive emissions, and for spot applications. <br /> In addition to these improvements in the control plan, Climax <br /> will continue to investigate the engineering, technological , and <br /> economic feasibility of other alternatives and additions to the <br /> dust suppression program. As discussed in Exhibit E - Reclama- <br /> tion Plan, a rock cover will be placed on the dam faces begin- <br /> ning in 1989 with No. 5 dam (Appendix D, Map ID Area B) . In <br /> addition, the beach area of the Mayflower tailing pond will be <br /> rock capped by 1991. Rock capping on these areas will alleviate <br /> blowing dust. <br /> • <br /> K-3 <br />
