BANTA, Director <br /> DATE: September 11 , 1989 <br /> TO: John Doerfer C> — 60 <br /> FROM: Larry Oehler <br /> RE: Inspection and Review, Climax Amendment, File No. M-77-493 <br /> This report is in response to your memo of August 22, 1989, regarding the <br /> Climax inspection and amendment application. <br /> The inspection left me with the impression that, at present, Climax is doing <br /> the best job possible of reclamation given the climatic conditions and <br /> available resources. The amendment contains a reclamation plan that is as <br /> good or better than the original plan, in most respects. After reviewing the <br /> original permit, the amendment, and accompanying you on the inspection; I have <br /> the following comments and questions. <br /> 1 . The reclamation final slopes of the amendment are consistent with the <br /> original permit, except that dam #2 slopes are amended from 2:1 to 3:1 <br /> slopes. A definite improvement. <br /> 2. The reclamation seed mix (Climax Mix) has changed since the original <br /> permit. Four additional grasses have been added, with resulting changes <br /> in composition by weight. I agree with Gregg Squire that it would be <br /> good to see western yarrow added to the mix. I also think it would be <br /> good to add other forbes to the mix. The Subal pine/Al Dine area seed mix <br /> recommended in the Colorado Inactive Mine Reclamation Program, General <br /> Bid Specifications has a few more forbes and would be a good <br /> recommendation. This mix appears to be a slight modification of the <br /> Climax mix. <br /> 3. Commercial granular fertilizer formulations and rates of application <br /> remain the same as the original permit and are adequate. <br /> 4. Seeding and mulching methods remain the same and are adequate. <br /> 5. The Amendment states that " as a general rule trees and shrubs will not <br /> be planted at the mine except in specific selected areas not yet <br /> identified." The original permit states that "Climax anticipates a long <br /> and beneficial native tree planting program. . . . " The original permit <br /> states that shrub planting rates will be 50-100 per acre."
