The proposed powerline construction project <br />is necessary to supply power for pumps at the Reservoir, and will result in minimal new surface disturbance. The project will <br />involve placement of approximately fifteen new powerpoles and associated powerline construction (approximately 1,500 feet) <br />between existing electrical substation 12 (NW Ventillation Fan) and the eastern edge of the proposed 6MN reservoir.. <br />Substation 11 is a second primary distribution substation located on the 6MN Road, which converts incoming power from 69KV <br />to 12,470V and transfers the power through overhead distribution lines to three secondary substations (Substations 2, 12, and 13). <br />Substation 2, is located near the IORT Dewatering Well. Substations 12 and 13 convert the incoming power from 12,470V to <br />4,160V and distribute it to the associated NW Mains Ventilation Fan installation, and the 6MN Facilities, respectively. <br />Substation 12 is approximately 30 x 20 feet, and consists of a fenced transformer pad, transformer, associated electrical <br />equipment, and connecting power distribution lines. <br />Powerpole installation will involve the use of existing roads or limited overland access to the individual pole locations, localized <br />shallow auger drilling to set each pole, pole placement and anchoring, and distribution of the limited drill cuttings over the small <br />area surrounding each pole. Given the very limited temporary disturbance involved, TCC does not propose topsoil recovery or <br />reseeding for the individual powerpole locations. It should be noted that pole locations have been selected specifically to avoid <br />stream buffer zones or other sensitive areas. Constriction of the distribution lines will involve the use of existing roads or limited <br />overland access by a bucket truck and cable truck to install cross-bars, insulators and conductors. All cross-bars will have <br />installed raptor deterrents, consistent with approved raptor protection guidelines. Powerline installation will not affect existing <br />drainage systems, given the minimal surface disturbance and very temporary nature of the activities involved. <br />This submittal includes revised PAP text and maps/drawings addressing the location of the proposed powerline construction <br />activities. New and revised PAP materials are identified by the enclosed Summary of Revisions/Additions. TCC would like to <br />proceed with this project as soon as possible, so that construction can be completed under favorable weather and ground <br />conditions, therefore we appreciate your consideration and cooperation in facilitating timely review and approval.
