MOUNTAIN COAL
COMPANVL.L.C.
A Subsidiary of Arch Western Resources, LLC
sv-
October 28, 2008
ID
001
?V
Mr. Tom Kaldenbach
Colorado Division of Reclamation Mining and Raf
Office of Mined Land Reclamation
1313 Sherman Street, Room 215
Denver, Colorado 80203
w.
West Elk Mine
P.O. Box 591
5174 Highway 133
Somerset, CO 81434
(970) 929-5015
Fax (970) 929-5595
Re: Mountain Coal Company LLC (MCC), West Elk Mine; Permit No. C-80-007; Submittal of
Technical Revision No. 114, Helipad Relocation.
Dear Mr. Kaldenbach:
MCC is submitting the attached information for a technical revision to the M&R Permit to relocate the
helipad.
The current helipad location has been reviewed by the pilots and personnel from St. Mary's (Grand
Junction) CareFlight. Because of the size of aircraft currently being flown by the pilots and the
surrounding high voltage hazards, it is necessary and prudent to relocate the helipad to the Lower
Refuse Pile. The location was chosen by the pilots of the CareFlight Program as the best location for
ingress and egress for their aircraft in the North Fork Valley at MCC.
An elevated concrete pad approximately 40-feet wide and 40-feet long with a ramp approximately 20-
feet long and 40-feet wide will be constructed. The ramp will be used to accommodate gurney access
and allow snow removal equipment on the pad. The top of the pad will be crowned so the drainage
from the pad will not disrupt the current sediment control plan.
The pad location will be the NW corner of the Lower Refuse Pile and will be 6-inches thick with #4
rebar laidl2-inches on center each way (12" O.C. E. W.). The elevated pad will also incorporate either
a berm or guard rail surrounding the pad for safe removal of snow from the pad. A helipad designation
symbol will be painted on the concrete pad.
