11. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe <br /> any enforcement actions taken during the inspection and the facts of evidence supporting the enforcement action. <br /> Coal Ridge C-1984-065 <br /> 21 October 2008 <br /> This was a complete inspection of the Coal Ridge Mine in New Castle, Colorado. The inspection was <br /> conducted on the morning of 21 October 2008 by Jim Stark of CDRMS. The mine has been reclaimed <br /> and has undergone a Phase II Bond Release. The weather was cool and sunny and the ground was dry. <br /> Mine Availability of Records: All of the necessary records were available at the Garfield County <br /> Courthouse in Glenwood Springs. See the records checklist at the end of this inspection for more <br /> details. <br /> Signs and Markers: All of the permit boundary markers were in place. The mine ID sign was in place <br /> and in good condition. <br /> Roads: The road that remains on the site runs from the mine entrance up to the portal bench. The road <br /> appeared to be stable and in good condition. No ruts or erosional problems were noted on the road at the <br /> time of the inspection. <br /> Hydrologic Balance: - The sediment pond was dry at the time of the inspection. The pond embankment <br /> was well vegetated and stable. No erosional problems were noted at the time of the inspection. In the <br /> past the sod farm that occupies the adjacent property has used the sediment pond for water storage. This <br /> has not happened this year. <br /> - The ditches were all well vegetated and stable at the time of the inspection. <br /> - The remaining culverts were clear at the time of the inspection. <br /> Revegetation: The entire site has been revegetated. The vegetative cover on the site was overall very <br /> good at the time of the inspection. The vegetation was beginning to turn brown as the hot, dry summer <br /> lingers on. Overall, the reclamation on the site is good. <br /> - One possible issue that was noted is the area just west and south of the sediment pond is being used for <br /> skeet/trap shooting. There was a large amount of broken (and unbroken) clay pigeons in the area. As is <br /> the case with any skeet/trap facility,there could end up with a very large amount of these broken pigeons <br /> completely covering the ground. As this is a reclaimed mine site that may wish to achieve final bond <br /> release in the future, this practice may not be advisable. <br /> Overall the Coal Ridge Mine is in good condition. The lessee of the land north of the mine is doing a <br /> good job in keeping up with the weed spraying and other maintenance, as needed. <br />
