III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This former, contour strip operation is bond <br /> revoked. All remaining funds from the bond revocation at this site were spent in 2004 for <br /> ditch repairs. Inspection frequency is quarterly, with one complete inspection each year. <br /> Ground conditions on this day were dry and the weather was clear and mild. <br /> Reveaetation <br /> The reclaimed areas of pond 15-P1 and 15-P10 appeared in excellent condition. It is <br /> apparent that no significant cattle grazing occurred this year as evidenced by the tall, thick <br /> stands of grasses and forbs. Previous grazing, especially during drought years resulted in a <br /> landscape nearly devoid of plant life by this time in the fall. Some scotch thistle rosettes <br /> were noted in various areas, especially along the ditch that bisects the reclaimed area. <br /> Overall, the site appeared in average condition for the fall season. <br /> 3 <br />
