III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This mine site is currently completing the final <br /> stages of reclamation of disturbed areas. Ground conditions were dry. The weather was <br /> clear and very mild. <br /> Roads <br /> The permanent road traversing the disturbed area was found in excellent condition. Portions <br /> of this road not within the disturbed area were bond released under an industrial land use for <br /> their main use for coal bed methane extraction activities. <br /> Hvdrolooic Balance <br /> Ponds continue to hold modest amounts of water going into the winter season. Pond 6, 7, <br /> and 8 were visited. None were discharging. The weir boxes at each pond should be cleaned <br /> of sediment and weeds debris to ensure proper function and flow measurement. <br /> Repair work on the three excess spoil fill downdrains has begun. On this day, the excavator <br /> was under repair to replace parts on the tracks to allow safe working conditions on the steep <br /> slopes of the fills. Some initial work had been started on the west downdrain of Fill 8, shown <br /> below. <br /> 3 <br />
