EXHIBIT D <br />Mining Plan <br />Aggregate Industries-WCR, Inc. (AI) proposes amending the currently approved Riverview <br />Resource Mined Land Reclamation Board 112 Reclamation Permit M-1999-098. The <br />existing and proposed amended permit areas are delineated on the Exhibit B Vicinity Map. <br />The land within the existing mining operation is owned by Al. Al has entered into real <br />estate contracts to purchase the amendment properties, contingent upon obtaining all <br />necessary federal, state and local governmental approvals, licenses and permits. <br />The amended permit boundary would be an increase of approximately 156 acres. The <br />resulting permit boundary will encompass approximately 470 acres, with mining activities <br />anticipated to disturb approximately 273 acres of the site. The remaining unmined acres <br />will be used for overburden and topsoil stockpiles, offsets from existing structures, property <br />lines and waterways, and internal road and conveyor access. <br />Current operations include processing facilities for screening, crushing and washing of <br />aggregate material, ready-mix and asphalt plants, and asphalt and concrete recycling. <br />Approximately 40 acres of previously mined areas have been backfilled to wetland <br />elevations, approximately 20 of which have been seeded. Approximately 4 acres have <br />been backfilled to upland grade, and shorelines of future pond areas are being backfilled <br />and sloped concurrent with mining progression. Unmined areas within the existing permit <br />boundary and the proposed amendment areas are agricultural pasture and irrigated <br />cropland and also includes the undisturbed riparian corridor of the Cache La Poudre River <br />along the south boundary of the existing permit area. <br />Agricultural and sand and gravel mining continue to be the primary uses surrounding the <br />property. There is a residential development west of Weld County Road 27 (83rd Avenue), <br />west of the proposed Phase 1, Cell 3 amendment area. There are some rural residential <br />enclaves located south of Weld County Road 64 ("0" Street). An open space area, trail <br />and residential development have been established south of the Cache La Poudre River <br />during mining of the existing permitted property. . <br />Current mining within the permitted boundary and additional borehole drilling and testing in <br />the proposed amendment areas have verified that Riverview Resource contains a <br />significant commercial deposit of sand and gravel. The mine site is located on two alluvial <br />deposits of the Valley Fill alluvium north of the Cache LaPoudre River. Geologic mapping <br />by Hershey and Schneider (1972) indicates the southern deposit is made up of floodplain <br />deposits closer to the river and that the northern deposit is a higher terrace. The contact <br />between the two deposits is mapped on the south side of "O" Street and is roughly parallel <br />to "0" Street. This contact is topographically expressed by the drop in elevation on the <br />south side of "O" Street. Boring data indicates the southern floodplain deposit is generally <br />12 to 17 feet thick and that the northern terrace deposit is generally 33 to 44 feet thick but <br />locally as thin as 26 feet nearer the southern geologic contact. <br />Riverview Resource <br />Amendment to Permit M1999098 112c <br />Page D1 of D6
