• Exhibit "C" <br />Palmer Pipe & Construction <br />Mining Plan <br />It is not relevant to submit an Mining Plan with this application because no mining <br />activity is occurring or proposed. The full scope of this application is to permit an <br />existing stockpile of gravel, allow for the sale of this material and the subsequent <br />reclamation of the site. <br />No mining will occur, commence or end. <br />The stockpile operation will not be intermittent - it is finite - once the pile is gone, <br />operations will cease. <br />The Affected Area is a stockpile, which will be removed leaving the permanent soil <br />beneath. No excavation or filling will occur. Revegetation / reclamation efforts will <br />take place utilizing the existing soil under the stockpile. <br />If there is no overburden or waste product present, it will be removed to other <br />areas away from the permit area for use as fill. <br />The Fork Horn Mesa subdivision roadway (Fork Horn Ct.) will serve as access to <br />the stockpile as shown in Exhibit "E", however this is an existing road that was not <br />constructed or improved for access to this stockpile. There are no associated <br />buildings, pits, adits or processing plants. There are no associated drainage or <br />runoff conveyance structures. <br />The stockpile covers roughly one third of the two acres of Affected Area (or .66 <br />acre) scattered in one primary pile and a few small piles. <br />No water will be used in conjunction with this stockpile operation and since there is <br />no excavation, no ground water will be encountered. There is no surface water <br />present. There are no applicable Colorado water laws governing injury to existing <br />water rights as none are impacted in any manner. No hydrological balance will be <br />disturbed. <br />
